About the Role

At TD Bank US Compliance, we're on a mission to build a more resilient and scalable compliance risk management function. As part of our team, you'll play a key role in reshaping compliance structures and processes, driving innovation at every level. This role manages a team of compliance professionals and partners closely with Fraud Operations, Legal, and Business Line leadership to identify and mitigate fraud-related compliance risks. The ideal candidate is a seasoned compliance professional with deep regulatory knowledge, strong leadership capabilities, and a proven track record of building and developing high-performing teams in a complex, highly regulated environment.

Responsibilities

  • Lead the implementation and ongoing enhancement of the Fraud Compliance Program.
  • Serve as a subject matter expert on applicable fraud-related laws, regulations, regulatory guidance, and industry best practices.
  • Provide credible challenge and oversight of fraud risk management activities across the organization.
  • Monitor regulatory developments and assess impacts to policies, controls, procedures, and business practices.
  • Advise senior leadership on emerging fraud compliance risks, regulatory expectations, and mitigation strategies.
  • Ensure effective monitoring, testing, issue management, and remediation activities related to fraud compliance risks.
  • Support regulatory examinations, audits, and compliance reviews.
  • Lead, mentor, and develop a team of compliance professionals, fostering a culture of accountability, collaboration, and continuous improvement.
  • Build organizational capability through coaching, succession planning, talent development, and employee engagement.
  • Establish clear performance expectations and create opportunities for professional growth.
  • Promote a strong risk and compliance culture across the organization.
  • Partner with Fraud Operations, Legal, and business leaders to ensure effective implementation of fraud controls and regulatory requirements.
  • Provide guidance on fraud prevention, detection, customer remediation, complaint management, and investigation processes.
  • Influence stakeholders and drive alignment on compliance priorities and risk mitigation strategies.
  • Participate in compliance risk assessments, trends, and make recommendations to senior management and governance committees.
  • Develop and maintain meaningful management reporting.
  • Track and escalate compliance issues, control gaps, and emerging risks.
  • Ensure timely remediation of identified issues and validation of corrective actions.
  • Prepare presentations and executive-level reporting for leadership and governance forums.
  • Provide people management leadership by hiring appropriate and qualified talent, setting goals, developing staff, managing performance, and handling disciplinary actions.
  • Oversee and lead a highly complex and diverse Compliance function for an area of significant risk, complexity, or scope.
  • Act as a key contact for business management, regulators, and external/internal auditors on a broad range of issues.
  • Focus on longer-range planning for the functional area (e.g., 12 months or greater).
  • Manage and prioritize multiple projects simultaneously.
  • Determine and decide policy and/or action based on internal and external industry developments for Compliance Programs.
  • Proactively review and advise the business on new and changed Compliance regulatory and/or policy changes.
  • Contribute to the development and implementation of Compliance programs related to all aspects of Compliance laws.
  • Work with executive teams and senior business unit management/partners to develop proactive strategies, tactics, policies, and programs to manage regulatory compliance requirements effectively.
  • Engage with business partners and leaders to determine and implement Compliance strategies and direct the compliance culture.
  • Provide insight, guidance, and recommendations on Compliance subject matter, regulatory, and industry issues.
  • Manage high-risk initiatives and escalations; lead initiatives/guidance as appropriate.
  • Oversee day-to-day operations of the department and participate in enterprise-wide projects.
  • Advise on day-to-day Compliance matters affecting the business, including customer identification, due diligence, training, and compliance testing.
  • Deliver relevant subject matter expertise and Compliance advice to business management.
  • Actively assist in developing and overseeing the implementation of business line policies and Compliance procedures, policies, and standards.
  • Work closely with leaders to develop and operationalize the business plan and deliver on Compliance programs across the enterprise.
  • Proactively identify key business opportunities, research and recommend enhancements/modifications, and develop strategies to achieve recommendations.
  • Understand TD Bank Group (TDBG) issues/parameters and guide others to protect the reputation and interest of TD by adhering to operating standards and processes related to Compliance.
  • Coordinate and support team and business Compliance-related activities as necessary.
  • Partner with the governance & assurance function to develop various training and awareness programs.
  • Provide oversight on the enterprise-wide annual risk assessment process as required.
  • Protect the interests of the organization by identifying and managing risks, and escalating non-standard, high-risk transactions/activities as necessary.
  • Keep abreast of emerging issues, trends, and evolving regulatory requirements and assess potential impacts.
  • Maintain a culture of risk management and control, supported by effective processes in alignment with risk appetite.
  • Set targets/objectives for the team and deliver results.
  • Contribute to the development of business line and/or enterprise functional strategic priorities within the operational area or field of specialty.
  • Grow team expertise to align with business/enterprise demand and direction.

Requirements

  • Undergraduate degree or equivalent work experience.
  • 10+ years of experience in a relevant field.
  • Bachelor's degree in Business, Finance, Accounting, Risk Management, Criminal Justice, or a related field (preferred).
  • 8+ years of experience in Compliance, Fraud Risk Management, Audit, or related risk disciplines.
  • 5+ years of people leadership experience with demonstrated success leading and developing teams.
  • Strong knowledge of applicable banking and consumer protection regulations, including fraud-related regulatory expectations and guidance.
  • Experience interacting with regulators, internal audit, and senior executives.
  • Demonstrated ability to assess compliance risk, challenge business practices, and influence strategic decisions.
  • Excellent communication, presentation, and relationship management skills.
  • Advanced degree (MBA, JD, or related field) (a plus).
  • Professional certifications such as CRCM, CAFP, or equivalent (a plus).
  • Experience within a large financial institution or highly regulated industry (a plus).
  • Strong analytical and data-driven decision-making capabilities (a plus).

Pay

$115,440 - $186,160 USD per year. TD is committed to providing fair and equitable compensation opportunities to all colleagues.
