About the role
The Senior Investment Officer – Global Equity is responsible for allocating and overseeing Global Equity’s investments, developing and implementing strategic objectives, and directing, supervising, and developing staff. This role works with the Chief Investment Officer (CIO) and other senior State Board of Administration (SBA) staff to fulfill the organization's objectives and reports directly to the CIO.
Responsibilities
- Supervise the implementation of the Global Equity aggregate portfolio.
- Allocate workflow and set priorities for staff and Global Equity consultants.
- Oversee the manager selection process, manager monitoring, internal management, and the trading function.
- Structure investments to achieve long-term return objectives.
- Recommend new manager fundings, new investment programs, and manager terminations.
- Manage liquidity raises to meet beneficiary payments and asset allocations.
- Operate the asset class within portfolio guidelines and risk budget parameters.
- Oversee the selection of and contracting with service providers and ongoing implementation of systems.
- Identify opportunities for increased cost and resource efficiencies.
- Collaborate with the CIO, Deputy Executive Director, SBA staff, Global Equity staff, and the asset class consultant.
- Discuss and develop strategic reviews, policies, and annual workplans.
- Explore opportunities to improve the implementation of the Global Equity portfolio and SBA’s aggregate investment portfolio.
- Collaborate with Senior Investment Officers on differentiated or cross-asset class investment opportunities.
- Provide input on the use of liquidity portfolios for risk management or hedging.
- Serve as an active member of various SBA oversight and leadership groups.
- Ensure Global Equity reporting and analytics are accurate, informative, and timely.
- Work closely with Financial Operations, Investment Policy and Asset Allocation, the Master Custodian, and the asset class consultant.
- Evaluate the drivers of risk and return within the asset class.
- Manage the development or acquisition of analytical platforms that support informed investment decisions.
- Facilitate efforts to support the SBA’s control environment.
- Work actively and constructively with Risk Management & Compliance, Office of Internal Audit, the Inspector General, and all applicable auditors.
- Maintain up-to-date asset class procedures.
- Travel periodically to various locations throughout the U.S. and internationally, including work outside of normal business hours and remotely.
Requirements
- Ten years of related experience, with five years in a supervisory role.
- A postsecondary degree may be used as an alternative for years of direct experience.
Qualifications
Preferences:
- A bachelor's degree from an accredited college or university in business, finance, economics, mathematics, accounting, engineering, or a related field.
Skills
- Strong knowledge and skills associated with oversight of external managers, fund of funds portfolio construction, and risk management techniques.
- Strong analytical and quantitative skills, with comprehensive knowledge of finance, investment concepts, and global financial markets, with a particular focus on equity and foreign exchange markets.
- Good oral and written communication skills, including the ability to develop and deliver presentations.
- Skill in developing performance analysis, including attribution of fund performance, and interpreting risk analyses.
- Ability to interpret quantitative performance and risk data to make complex decisions.
- Ability to work independently and collaboratively, and oversee and direct Global Equity staff and external managers.
- Ability to manage, mentor, and motivate staff to meet organization goals and objectives.
- Intellectual curiosity, critical reasoning skills, and interest in the equity markets.
