Position Overview The Senior P&C Business Partner (Sr. PCBP) partners with and advises an assigned international portfolio of multi-year, donor-funded projects on HR best practices to maintain a safe, productive, and compliant environment, throughout the employee lifecycle. The Sr. PCBP delivers value, standardization, and compliance partnering with program support teams and resolves active employee relations matters by leading or participating in Human Resource (HR) Incident Response Teams. This role also contributes directly to new business development by supporting key personnel recruitment and proposal staffing design. This full-time, temporary position (4-month initial contract) reports to the Global People Officer and may be based where JSI is registered. U.S.-only salary range $87,909-$141,456, based on location and experience; any other location will be locally determined. Responsibilities People & InfluenceServe as the primary headquarters P&C point of contact for country-based leaders and local HR teams to deliver immediate, compliant guidance on urgent personnel, performance, and labor relations issues.Partner closely with international project leadership to navigate and resolve sensitive employee relations matters, localized staffing challenges, and live personnel crises.Collaborate across the global People & Culture team to share knowledge, lessons learned, and operational tools, driving efficiency across the international portfolios. Results & ExecutionOversee immediate transactional needs for project staff and expatriates to guarantee seamless operational continuity and compliance with standard JSI procedures.Prioritize day-to-day problem-solving, operational firefighting, and workflow coverage across assigned portfolios, focusing on immediate resolution.Lead or coordinate global HR Incident Response Teams to ensure thorough, compliant, and confidential resolutions of sensitive workplace incidents, as assigned. Thought & StrategyCollaborate with proposal teams under tight deadlines to draft, review, and finalize the personnel, staffing, and management components of active business development bids, including sourcing, interviewing, and vetting high-caliber key personnel candidates for active proposal pipelines to strengthen JSI’s competitive positioning for new awards, as requested.Align immediate P&C advisory actions with country-level project objectives to minimize operational risk and support workforce stability during coverage. Expertise & GrowthApply specialized knowledge of international labor standards and major donor requirements (e.g., USAID, Gates Foundation, CDC) to resolve complex country HR challenges.Guide and mentor local country HR staff on standardized lifecycle processes to reinforce country capacity and policy adherence. Financial & Resource Management Ensure full compliance with internal P&C policies and donor rules across all portfolio actions to safeguard organizational resources. Qualifications Education, experience, skills, and competencies Bachelor’s degree Human Resources, Business Administration, Public Health, or OrganizationalPsychology, a related field, or equivalent experience. HR certification (e.g., SHRM-SCP/SPHR) and/or Master's degree preferred.8+ years of relevant progressive experience in international HR, including leadership/people management experience.Proven experience with international donor organizations (USAID, Gates Foundation, CDC); previous experience working within JSI systems, culture, and operational frameworks is strongly preferred.Demonstrated experience across the full talent lifecycle (recruitment, onboarding, performance management, employee relations) with strong business acumen and project management skills.Advanced cross-cultural communication, conflict resolution, and organizational skills with meticulous attention to detail and a commitment to strict confidentiality. LanguageFluent oral and written English communication skills.Fluency in a second language (French, Spanish, Portuguese, or others) is preferred. Travel expectationWillingness and ability to travel domestically and internationally, if necessary (up to 10%). Work environmentMostly operate a computer in a virtual first environment.Ability to maintain a comfortable and ergonomic posture while working.
