Essential Responsibilities

  • Oversees a portfolio of benefits programs, including medical, wellness, dental, life, and disability insurance.
  • Serves as a key liaison with brokers, vendors, and employees.
  • Leads the annual benefits renewal process, including project planning, communication, and implementation of changes.
  • Ensures compliance with all contractual agreements, legal requirements (COBRA, HIPAA, ERISA, ACA, etc.), and facilitates timely updates to policies and procedures.
  • Manages eligibility feeds for health benefit vendors, ensuring timely and accurate system updates.
  • Researches and resolves complex, non-routine problems, including policy and contract issues.
  • Oversees governmental reporting related to non-retirement benefits (e.g., 5500, 1095C, SFHCSO), and coordinates with Payroll and other departments as needed.
  • Writes reports and queries, maintains procedural documentation, and analyzes benefits data to inform decision-making.
  • Develops, reviews, and distributes legally required notices and benefits communication materials.
  • Continuously assess and improve processes to streamline and automate workflows.
  • Leads or assists with the RFP process for new vendors and benefit programs, including benchmarking and market analysis.
  • Analyzes employee utilization data to enhance benefit offerings and recommend cost-effective program designs.
  • Captures benefit program rollouts and new vendor implementations, ensuring effective communication and change management.
  • Assists in developing benefits program strategies for various employee groups, including union and non-union populations.
  • Designs and organizes employee benefit meetings, fairs, and educational sessions to improve understanding and engagement.
  • Collaborates on People projects and cross-functional initiatives.
  • Provides backup support for Health Program Benefit Specialists and other team members as needed.

Qualifications

  • High school diploma or GED required.
  • Bachelor's degree preferred.
  • Four plus years of in-depth conceptual and practical knowledge and experience in health benefit plan operations for plans with over 500+ participants, are required.
  • Health broker/consultant experience preferred.
  • CEBS or GBA certification preferred.
  • Computer application proficiency, including Microsoft Office suite of applications and using data to inform and set priorities and identify challenges/opportunities.
  • Advanced Excel and Word skills.
  • HRIS System and query report (e.g., Hubble, JD Edwards) experience.
  • Understands and is able to follow COBRA, HIPAA, ERISA, ACA and other benefit-related laws.
  • Strong math skills to determine benefits, payments, and perform analyses of benefit plans.
  • Bilingual English/Spanish (Speaking, Reading & Writing) preferred.
  • Ability to oversee and direct the workflow of other team members and guide other team members using own expertise and knowledge.
  • Strong communication (oral and written), organization, collaboration, documentation, and presentation skills.
  • Ability to project manage with attention to detail as well as use analytical skills to solve problems.
  • Ability to listen to and build customer relationships; increase customer satisfaction and ensure commitments are met.
