Job Description and Duties

CalPERS seeks to fill an Analyst I or II position in the Health Plan Research and Administration Division (HPRA) under the Health Maintenance Organization (HMO) Contracts Unit. The HMO Contracts Unit is responsible for monitoring the day-to-day operations to ensure HMO Health Plans across California meet contractual requirements.

In this role, you will evaluate and develop revisions to health plan contracts, analyze compliance and performance, and conduct highly technical research to inform policy recommendations. The Health Plan Analyst will participate in the development of CalPERS Open Enrollment materials, Evidence of Coverage (EOC) booklets, health plan marketing materials, and publications by reviewing content, providing written feedback, and recommending changes to improve accuracy and clarity.

Telework Information

This position is eligible for a hybrid work schedule, with up to two days of remote work and three days or more onsite, per week.

  • Describe your experience researching, interpreting, and applying federal or state regulations and contractual requirements, specifically in a health coverage setting.
  • Describe your experience planning, tracking, and executing a successful project.
  • Explain your process and the tools you use to help you organize multiple tasks, set priorities, and consistently meet deadlines.

Minimum Qualifications

All experience and education relating to the Minimum Qualifications (MQs) listed on the Classification Specification should be included in your application package to clearly demonstrate how you meet the MQs for this position. If you are using education to meet MQs, please include your transcripts with your application package. If you have a degree from outside of the United States, you must submit an evaluation of this degree to determine the US equivalency. If you need an evaluation, you can visit the National Association of Credential Evaluation Services (NACES) website to find organizations that provide these services.

Desirable Qualifications

  • Experience with contracts and contract compliance, reviewing, developing, or negotiating contract requirements
  • Experience analyzing data, evaluating trends, and presenting information for leadership consideration
  • Experience writing and reviewing communications (letters, emails, compliance reports, websites, presentations, meeting talking points, agendas, meeting summaries, and reports for senior leadership)
  • Experience conducting research, compiling assessments, and developing or improving procedures
  • Demonstrate exceptional analytical skills and attention to detail
  • Ability to act independently and demonstrate self-motivation
  • Proficiency in using Microsoft Office applications
