Job Duties and Responsibilities
- Provide guidance and expertise on Federal regulations (CDBG-DR, cross-cutting Federal requirements, Duplication of Benefits, etc.) and translate them into the implementation of programs.
- Review and summarize federal regulations, including Federal Register Notices and HUD guidance.
- Perform program implementation and administration activities in compliance with HUD and other regulations.
- Oversee delivery of CDBG-DR activities in conformance with HUD-approved Action Plans and Amendments.
- Perform and oversee Grant Management activities, including tracking expenditures, drawdowns, and reconciliations, and maintaining audit-ready financial records.
- Lead or support grant closeout activities.
- Monitor federal grantees and subrecipient activity for federal compliance.
- Develop internal and client-facing documents, products and tools, such as written policies and procedures, memos, checklists, forms, administrative guidance and other formal communications to support program design, implementation, compliance, and closeout.
- Provide subject matter expertise in alignment with areas of expertise, to include providing expert level technical assistance to HUD grantees and their subrecipients.
- Lead or support business development activities by providing written products and content in support of capture and proposal development.
- Lead or support project and task management activities, including developing project work plans, managing production, and ensuring the timely completion of work products.
- Evaluate and help refine program procedures and processes for implementation.
- Design and implement federally funded housing, economic development, infrastructure, planning, or public services programs, in collaboration with other subject matter experts and team members.
- Conduct research and analysis for clients, stakeholders, and the public.
- Draft plans, assessments, reports, and presentations based on research and analysis, including or clients, stakeholders, and the public.
- Support Program Managers in the delivery of services to clients, including accommodating client meetings in various time zones.
- Ensure health and safety guidelines are established and followed.
- Complete required training including safety training.
- Perform other duties as assigned.
Required Skills and Competencies
- A minimum of a bachelor’s degree in Public Administration, Planning, Business, or another CDBG-DR related discipline.
- 5+ years of direct experience working as a Grant Manager on, developing procedures for, and implementing CDBG-DR programs.
- Additional experience on one or more of the following activities funded with CDBG, CDBG-MIT, CDBG-NDR, or HOME is a plus: disaster recovery, mitigation and resilience, community development, housing, economic development, infrastructure, planning, or public services.
- 3+ years of direct experience leading a team in a professional setting.
- Thorough knowledge of federal grant program regulations, ability to independently research regulatory items, and ability to provide expert-level CDBG-DR written and verbal technical assistance to grantees and subrecipients.
- Experience drafting CDBG-DR Action Plans.
- Experience in development and implementation of HUD grant administrative requirements, such as financial management, procurement and contract management, and audits.
- Understanding of federal cross-cutting requirements including Section 3, Davis Bacon, and section 508 compliance.
- Understanding of federal data management, recordkeeping, and monitoring activities.
- Ability to work collaboratively, communicate effectively, and meet tight deadlines.
- Strong analytical skills, with the capacity to retrieve, analyze, and synthesize data in a meaningful way.
- Proficient in Microsoft Office Suite, including Word, Excel, and PowerPoint.
- Excellent verbal and written communication skills.
- Self-motivated, organized, and able to lead and manage multiple task assignments independently with limited oversight.
- Attention to detail and documentation.
Preferred Skills and Experience
- Business development, proposal experience, and/or proposal pricing experience.
- Knowledge of best practices, lessons learned, and challenges for community development activity, project, and program design and development.
