Senior Financial Analyst
About the role
KBR is seeking a Senior Financial Analyst to support a Program Office within the NAVAIR Headquarters at NAS Patuxent River, MD. This position requires on-site support and is not eligible for remote work.
Responsibilities
- Performs budgetary planning, analysis, formulation, and contract management.
- Collects, organizes, and interprets financial data to create and maintain annual spending plans, ensuring budgets are planned to efficiently conduct projects for several IPTs.
- Interfaces with IPT personnel to obtain inputs for staffing, travel, material, and fees; develops detailed time phasing of spend plan requirements; assists with presentations to present spend plans to PMA Level I/Level II Leads, Lead Business Financial Manager (BFM)/Deputy BFM, and NAVAIR/NAWCAD BFMs.
- Affords assistance in obtaining and tracking classified invoice information from prime contractors and facilitating timely invoice processing/payment.
- Interacts with PMA and NSMA BFMs regarding classified purchase requisitions and gathers information required to execute funding.
- Manages Common Spend Plan Tool (CSPT) resource requirements data entry/management for Advanced Programs and ensures validation/approval with BFMs/PMA management; participates in CSPT reviews; assists in annual spend plan creation, planning/tracking, and participation in financial status meetings; coordinates with PMA Program Managers to obtain cost estimates; and interfaces with Level Ils to obtain funding in accordance with the annual spend plan.
- Performs supervisory duties such as providing guidance, performance oversight, and task coordination for team members, depending on workload and program requirements.
- Supports NAVAIR/NAWCAD/NSMA budget analysts, contract resource managers, and NSMA contract specialists to ensure timely contract awards.
- Ensures appropriate funding of labor, travel, and material Contract Line-Item Numbers (CLINs) per the annual spending plan.
- Analyzes current expenditure rate data, identifies financial trends, manages total contract labor hours funded and total contract dollars remaining for multiple task orders; and communicates contract analysis to IPT leads, addressing any concerns and providing recommendations for corrective action.
Qualifications
- Clearance: A current Secret Clearance with a Single Scope Background Investigation (SSBI) completed within the last 6 years is required and candidate must be eligible for a TS/SCI. A current Top Secret Clearance is preferred.
- Educational/Experience: Bachelor’s degree in a business-related discipline from an accredited institution required, along with nine (9) years of relevant experience in DoD financial management, including financial analysis, funds execution, and funding document development.
- Experience with CSPT and ERP are required.
- Must possess a strong knowledge of Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook e-mail), and the ability to review/revise written documents and communicate effectively.
Preferred Qualifications
- Experience supporting a NAVAIR program office.
- Experience with the DoD milestone process (DoD 5000) and other acquisition policies, knowledge of the DoD Planning, Programming, and Budgeting Systems (PPBS) process, and specific experience supporting the development of DoD financial reports.
Pay and Schedule
The salary range posted is for Maryland locations. The offered rate will be based on contract affordability, the selected candidate’s knowledge, skills, abilities, and/or experience, and in consideration of internal parity. The pay range is $121,000.00 - $181,500.00.
