About the role
The Senior Financial Analyst serves as a professional accounting resource for the Board of Water and Soil Resources (BWSR), supporting various functions including budget development, financial analysis, and accounting procedures.
Responsibilities
- Develop and analyze biennial and operating budgets, spending plans, and accounting systems.
- Provide guidance and recommendations to ensure appropriation and fund integrity.
- Formulate and develop planning tools to optimize the use of appropriation funding and allocate costs effectively.
- Affirmatively participate in the annual spending plan and biennial budget processes.
- Offer consultation and assistance to BWSR on financial management, accounting procedures, and budgeting.
Requirements
- Three (3) years of accounting experience developing biennial and operating budgets, spending plans, and maintaining accounting systems.
- Knowledge of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards (GASB).
- Advanced skills with Excel, Word, and Access for preparing and presenting complex financial reports.
- Excellent interpersonal and communication skills to explain accounting concepts and standards to management and stakeholders.
- Strong organizational and problem-solving abilities to handle multiple priorities and meet deadlines.
- Experience with large accounting systems like SWIFT or similar.
- Knowledge of Minnesota statutes, accounting practices, and procedures.
- Experience with the Minnesota Office of the Legislative Auditor (OLA) and Minnesota Management and Budget (MMB).
Qualifications
- Bachelor's degree in Accounting, Finance, Business, or related field.
- More than three (3) years of accounting experience.
- Experience in developing and executing corporate or governmental budgets.
- Experience with activity-based costing and large-scale accounting systems.
- Knowledge of Minnesota statutes, accounting practices, and procedures.
- Experience with fiscal policy and procedure development.
Skills
- Proficiency in Microsoft Office Suite (Excel, Word, Access).
- Ability to analyze and interpret complex financial records and reports.
- Strong understanding of GAAP and GASB standards.

Pay
$32.97 - $48.60 / hourly; $68,841 - $101,476 / annually.
Schedule
Day shift, Monday - Friday.
