Responsibilities
- Support facility planning, design, construction, sustainment, restoration, and modernization (SRM) efforts across multiple projects and initiatives
- Aid in the planning, programming, execution, and documentation of Military Construction (MILCON) and facility-related projects
- Involvement in master planning activities, focusing on site and facilities requirements
- Create, review, and maintain technical documentation, reports, status updates, and briefing materials
- Analyze and manage technical, contractual, and project-related information and documentation
- Develop scopes of work to address facilities deficiencies, evaluate emerging requirements and associated impacts
- Support executive-level communications, decision documentation, briefings, and status reporting
- Participate in design reviews, project meetings, technical discussions, and project coordination activities
- Support configuration management activities, facility requirements documentation, and facility change proposal processes
- Review construction and renovation project documentation, requests for information, and contractor submittals
- Coordinate with government personnel, contractors, and external stakeholders to support project execution and operational objectives
- Manage multiple projects simultaneously in a fast-paced environment
- Travel CONUS and OCONUS up to 25% as required
Requirements
- Active DoD Secret Clearance Required
- Bachelor’s degree from an accredited college or university with 13 years of relevant experience
- MA/MS in any field may be substituted for 3 years of relevant experience
- Experience supporting facilities planning, design, construction, sustainment, or infrastructure-related programs within a DoD or federal environment
- Ability to support and execute analytical tasks across complex developmental and operational programs
- Experience utilizing analytical tools, techniques, and processes to support technical and administrative activities
- Ability to identify stakeholder requirements and organize them into formal requirements documentation
- Ability to analyze technical documentation, project data, schedules, correspondence, and project-related materials
- Ability to work independently or lead teams in solving complex problems and managing competing priorities, while also providing direction, coordination, and daily oversight to support teams
- Strong organizational, analytical, and problem-solving skills
- Strong written and verbal communication skills, including preparation of reports, briefings, and executive-level documentation
- Ability to support multiple projects in a fast-paced environment
- Proficiency with Microsoft Office Suite and Adobe applications
- Attention to detail and ability to develop accurate and well-organized deliverables
- Ability to build and maintain effective working relationships with internal and external stakeholders
- Active DoD Top Secret clearance or ability to obtain preferred
- Experience supporting Missile Defense Agency (MDA) programs or other Department of Defense (DoD) facilities and infrastructure initiatives
- Experience supporting Military Construction (MILCON), Sustainment, Restoration, and Modernization (SRM), or facility sustainment programs
- Experience with facilities equipment installation, testing, checkout, and commissioning activities
- Familiarity with facility-related control systems and infrastructure support systems
- Experience supporting project surveillance, construction oversight, and status reporting activities
- Experience with project scheduling and scheduling software applications
- Experience supporting construction cost estimating and project budgeting activities
- Experience developing or supporting DoD Form 1391 documentation for MILCON programming
- Experience coordinating with organizations such as the United States Army Corps of Engineers (USACE), Naval Facilities Engineering Systems Command (NAVFAC), Base Civil Engineer (BCE), or Department of Public Works (DPW)
- Experience supporting OCONUS or international construction and infrastructure projects
- Experience supporting project risk management, issue tracking, and mitigation activities
- Experience supporting configuration management and facility change management processes
