Senior Facilities Manager

About the Role

The Sr. Facilities Manager receives assignments in the form of objectives and determines how to use resources to meet schedules and goals. Formulates, implements, and monitors facilities management policies and programs. Develops plans to meet objectives and deliver results. Manages fiscal, physical, and personnel resources and may manage multiple facilities and personnel.

Under the general direction of the Sr. Director, General Services and the Chief Administrative Officer for the Fresno Campus, the Sr. Facilities Manager is responsible for managing programs, practices, and standards for the Fresno program. This position ensures the timely and effective adoption of all essential elements of the Facilities Management (FM) and project coordination programs and standards.

As the Fresno Sr. Facilities Manager, along with the COE Facilities Program Manager, this role helps guide and influence all program strategic planning, develop innovative program advancements and solutions, and deploy modern service delivery methods and procedures in a medical university environment.

The Sr. Facilities Manager will also function as a working Facilities Manager, responsible for managing an assigned subset of operations and maintenance functions for the Fresno Campus. This may include supervising custodians, grounds, building maintenance workers, and transportation services, as well as overseeing space management, furniture, and transportation services.

Responsibilities

• Works with organization occupancy and facilities building project planners to coordinate the planning, design, and implementation of general and specialized facilities, new buildings, and modifications (general or specialty labs).
• Ensures the organization’s occupancy needs are met.
• Defines project requirements, negotiates building management contracts and contract changes, establishes operating budgets, and identifies financial terms and conditions.
• Monitors adherence to master plans, budgets, and schedules.
• Identifies problems and develops solutions, such as resource allocation or changing project scope.
• Establishes and oversees health and safety standards.
• Selects, develops, and evaluates staff.
• Ensures all systems, including mechanical, electrical, plumbing, and fire protection, meet University and organization standards.
• Coordinates prompt response to facilities emergencies and ensures customers are properly notified of impacts.
• Manages maintenance, renovation, and remodeling projects, ensuring code compliance and quality control.
• Coordinates the assignment of building maintenance, engineering, custodial, ground, project management, and other staff to correct maintenance deficiencies and respond to facility-related emergencies.
• Interprets regulatory agency policies to building occupants and ensures compliance with health and safety codes.
• Provides project management services to achieve construction projects on schedule, within budget, and aligned with client program needs.
• Organizes, plans, and manages design and construction for small projects, including scheduling milestones and maintaining budget tracking.
• Develops relationships with key clients and department building coordinators to address building maintenance and aesthetic issues.
• Serves as the primary Facilities Services representative for the UCSF Fresno campus, building collaborative relationships with faculty, staff, students, trainees, and affiliate partners.
• Promotes a customer-focused service culture by emphasizing responsiveness, communication, transparency, and effective resolution of service concerns.
• Establishes objectives and work plans, and delegates assignments to subordinate professionals.
• Supports UCSF’s sustainability strategy by reducing pollution, water use, energy use, and resource use while improving environmental, employee, and community health.

Requirements

• Bachelor’s degree in facilities management, engineering, business administration, or a related field, with five to eight years of relevant experience managing or supervising facility maintenance operations and personnel; or an equivalent combination of education and experience.
• Significant facilities management experience in a complex university, healthcare, commercial, or institutional environment, including responsibility for multi-site operations.
• Advanced knowledge of modern facilities management practices, including preventive, predictive, corrective, and routine maintenance programs for electrical, plumbing, HVAC, and other building systems.
• Broad knowledge of facilities operations, project delivery, contract management, space planning and allocation, security, fire and life safety, emergency preparedness, building codes, OSHA requirements, and other applicable regulations.
• Demonstrated ability to develop and implement operational systems, records, standards, and protocols that support consistency and equitable service delivery across multiple locations.
• Strong leadership, staff development, team-building, and performance management skills, with experience supervising professional staff, skilled trades, service providers, and contract employees across multiple disciplines.
• Proven ability to collaborate effectively with internal and external stakeholders on short- and long-term facilities planning, operational priorities, and service delivery.
• Strong analytical, research, problem-solving, and report-writing skills, including the ability to prepare regulatory, operational, and budgetary reports.
• Sound judgment and a demonstrated record of resolving complex facilities-related challenges while maintaining excellent customer service and diplomacy.
• Strong verbal and written communication skills, with the ability to interact effectively with customers, department administrators, employees at all organizational levels, contractors, and external partners.
• Ability to work independently and collaboratively in a fast-paced environment, follow through on customer requests, resolve concerns, and use available resources to provide timely and accurate responses.
• Knowledge of safety standards and regulations, with the ability to evaluate safety programs and practices, recommend improvements, coordinate emergency drills, and support facilities emergency preparedness and response plans.
• Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, and Access.
• Ability to operate a UCSF vehicle to transport personnel, equipment, or resources.
• Valid California driver’s license.
• Successful completion of a background check and UCSF Occupational Health clearance.

Preferred Qualifications

• Experience inspecting construction in progress, including general and specialty structures, and the ability to read, sketch, and interpret plans and specifications.
• Facilities management experience in a university and/or academic medical center environment.
• Knowledge of UC and UCSF systemwide policies and procedures related to financial, contractual, administrative, construction design, environmental health and safety, space utilization, and facilities management practices.
• Professional certification such as APPA Certified Educational Facilities Professional (CEFP), IFMA Certified Facility Manager (CFM) or Facility Management Professional (FMP), or BOMI Real Property Administrator (RPA) or Facilities Management Administrator (FMA).
