About the role

The NYC Department of Finance (DOF) Tax Policy & Data Analytics Division reviews, analyzes, and evaluates existing and proposed policies and legislation affecting the department and New York City. Responsibilities include analyzing revenue and distributional impacts of tax system changes, monitoring tax and parking revenues, collaborating with public agencies and private sector interests, and advising leadership on revenue and budgetary issues. The division also handles modeling and data mining for DOF’s Audit Division and prepares briefing papers, public reports, and newsletters on tax-related issues.

The Property Tax Analysis Unit seeks two individuals with strong quantitative economic and fiscal research skills to assist with complex policy impact analysis, report production, internal data quality control, and ad-hoc projects related to New York City properties and owners. Candidates will use DOF data to identify specific populations for project goals, such as confirming compliance with property tax benefit rules or determining liability for charges. Tasks include creating datasets for official notices and tracking responses.

Responsibilities

  • Help maintain the integrity of property and owner-related data within DOF’s Property Tax System (PTS) by performing ad-hoc testing and reporting, then communicating results to relevant internal divisions.
  • Investigate previously unused database tables to identify new opportunities for property tax analysis and expand the team's analytical capabilities.
  • Select, develop, and apply appropriate statistical and research strategies for projects related to the real property tax, including developing sales-based market values for all property types in NYC.
  • Assist with impact analysis of proposed changes to property tax laws, valuation methodologies, new benefit programs, or modifications to existing ones.
  • Support ad-hoc analysis for senior management and other city agencies.
  • Assist with infrastructure development for Property Tax Research’s main analytical database.
  • Present research findings to the Executive Director and Deputy Commissioner on a regular basis.

Requirements

Minimum qualifications vary by level:

  • Level I:
    • A master’s degree in social science, economics, statistics, computer science, data analysis, geography, sciences, technology, engineering, mathematics (STEM), or a closely related field, with at least 12 credits or five courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography, or computer science.
    • OR a baccalaureate degree in the above fields plus two years of full-time professional experience performing statistical analysis and programming work in the specified areas.
  • Level II:
    • Meets Level I requirements, plus one year of full-time work experience in a related field or a master’s degree with at least 12 credits or three advanced courses in the specified areas.
  • Level III:
    • Meets Level II requirements, plus three years of full-time work experience in a related field or a Doctorate degree with at least 12 credits or three advanced courses in the specified areas.

Skills

  • Strong programming skills in SAS, R, Python, or similar languages, and experience with SQL.
  • Quantitative research skills, including descriptive and predictive/inferential statistics, fiscal forecasting, econometric methods, and asset valuation in tax policy or economic theory.
  • Ability to test and validate data integration into internal databases and diagnose/resolve failures.
  • Experience in data quality control and reconciliation of large datasets, including detecting and documenting inconsistencies.
  • Curiosity about database structures and ability to independently understand data structures with limited documentation.
  • End-to-end report creation: gathering requirements, merging/cleaning data, producing templates, and generating finalized reports.
  • Experience with data visualization tools like PowerBI or ArcGIS is preferred.
  • Ability to present research findings to both technical and non-technical audiences.

Additional Information

  • This position may be eligible for remote work up to 2 days per week under the Remote Work Pilot Program.
  • Requires access to Federal Tax Information (FTI) and an additional background investigation before appointment.
  • New York City residency is generally required within 90 days of appointment, with exceptions for certain employees.

Pay

$104,676.00 – $112,883.00
