Essential Duties And Responsibilities

  • Oversight of several concurrent energy retrofit construction projects in the Greater Los Angeles area.
  • Oversee construction execution across large-scale, multi-site deployments (1,000+ assets).
  • Coordinate material logistics including procurement alignment, staging, delivery, and field verification against bill of materials (BOM).
  • Lead pre-job conferences, Letters of Assent execution, and ongoing compliance with Project Labor Agreements (PLA) and union jurisdiction requirements.
  • Maintain installation productivity (units per crew per day), identify bottlenecks, and implement corrective actions to maintain schedule.
  • Manage and coordinate multiple union subcontractors, ensuring compliance with collective bargaining agreements.
  • Monitor and maintain Project Labor Agreement (PLA) and Master Labor Agreement (MLA) conformance and flow-down requirements with all subcontractors.
  • Manage project cost control and forecasting systems.
  • Prepare detailed multi-week schedule based on overall construction schedule.
  • Ensure construction progresses as scheduled.
  • Collaborate with engineering, procurement, and project controls teams to align construction activities with project objectives.
  • Establish quality control procedures to ensure compliance with contract documents and set safety practices.
  • Mentor junior construction staff and foster a high-performance team environment.
  • Provide monthly cost vs. budget report to project stakeholders.
  • Manage and coordinate multiple union subcontractors, ensuring compliance with collective bargaining agreements.
  • Schedule, supervise, and coordinate subcontractor activities.
  • Direct construction meetings between subcontractors and Willdan.
  • Act as liaison between subcontractors and engineers to ensure work complies with project requirements.
  • Ensure construction specifications are adhered to.
  • Prepare detailed multi-week schedule based on overall construction schedule.
  • Update overall schedule monthly and multi-week schedule weekly and ensure that schedule is implemented, closely monitored, updated as necessary, and meets the contract performance goals.
  • Ensure construction progresses as scheduled.

Job Requirements / Qualifications

  • Bachelor's degree in engineering/construction management or other construction related field.
  • Valid driver's license.
  • 10+ years of total professional experience that includes a wide range of experience in field operations and construction means and methods.
  • Direct experience working within LA-area union environments (IBEW, LiUNA, LADWP or similar) required.
  • Experience managing public right of way or infrastructure construction projects preferred.
  • Proven experience delivering high-volume construction programs (multi-site, multi-crew deployment environments).
  • Experience with construction management platforms (ex, Procore) and scheduling tools (ex MS Project).
  • In-depth knowledge of Project Labor Agreements (PLA) and Master Service Agreements (MSA).
  • Capable of leading confidently in identifying, correcting and/or avoiding potential schedule, budget or quality issues.
  • The ability to make decisions, while balancing cost implications, to avoid disruptions in the work or customers’ operations is required.
  • Thorough understanding of Company and industry practices, policies, and standards.
  • Demonstrated ability to maintain and develop client relationships.
  • Effectively engage clients in the construction process. Respond to client concerns in an effective and timely manner.
  • Possess excellent organizational skills. Capable of maintaining project documentation and working on multiple activities/projects at one time.
  • Experience working on municipal utility project is highly desirable.
  • Possess excellent verbal and written communication skills as well as interpersonal skills. Demonstrates the ability to communicate ideas and concepts in both written and oral form.
  • Relays confidence and authority in interactions with client and subcontractors.
  • Certification as a PMP, or the desire to gain certification is a plus.
  • Able to lift 50lbs and climb a ladder.
  • OSHA 30 Certification (preferred).
