About the role

E&M Technologies, Inc. is seeking a Senior CI Specialist to support the Defense Intelligence Agency (DIA) at Fort Meade, MD. The role focuses on identifying, monitoring, and assessing foreign intelligence threats to U.S. national security, including emerging technologies, and producing all-source counterintelligence studies and strategies. The position requires collaboration with military department CI organizations and the Intelligence Community to deconflict activities and support operational needs.

Responsibilities

  • Identify, monitor, and assess foreign intelligence efforts targeting U.S. persons, activities, and interests, including threats from emerging technologies.
  • Apply knowledge of foreign intelligence capabilities and U.S./partner CI capabilities and tactics, techniques, and procedures (TTPs) to produce in-depth analytic research and CI studies.
  • Conduct, develop, produce, and present programs of instruction on collection operations TTPs and related processes for human and technical intelligence operations under DoD authorities.
  • Coordinate and deconflict CI operational activity conducted by Military Department CI Organizations (MDCO) within the Command’s area of responsibility; interact with MDCO and Intelligence Community representatives to resolve conflicts.
  • Maintain and update multiple databases using Microsoft Excel and Access; provide status updates to J2X leadership on relevant CI activity.
  • Serve as J2X representative to the CYBERCOM Joint Operations Center (JOC), facilitating information exchange and support requests; maintain familiarity with MDCO capabilities and direct JOC personnel to J2X as appropriate.
  • Develop concepts for Command counterintelligence programs for staffing to the Secretary of Defense.
  • Create and deliver counterintelligence briefs to personnel interacting with foreign intelligence services or traveling to high-threat CI countries, including briefings for General/Flag Officer audiences in group and individual settings.

Requirements

  • Bachelor’s degree.
  • Minimum of 8 years of experience as a Counterintelligence (CI) Specialist or in CI operations.
  • Experience with foreign intelligence efforts and identifying, monitoring, and assessing foreign intelligence threats.
  • Experience conducting CI functions, including investigations, inquiries, and collection.
  • U.S. citizenship required.
  • Ability to obtain and maintain a Top Secret/SCI clearance with CI polygraph.

Preferred Qualifications

  • Master’s degree.
  • Experience contributing to highly-collaborative team environments.
  • Demonstrated ability to innovate and work independently.
  • Strong verbal and written communication skills.
  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, etc.).

Pay

Up to $150K USD, commensurate with experience and qualifications.
