Senior Behavioral Health Manager
VOALA (Volunteers of America) is a non-profit human services organization committed to serving people in need, strengthening families, and building communities. VOALA provides a variety of social services to Los Angeles area communities such as Head Start programs, Upward Bound college prep programs, veterans’ services, homeless shelters, low-income housing programs, and drug and alcohol rehabilitation.
About the role
The Senior Behavioral Health Manager is responsible for identifying and marshalling the resources necessary to achieve the organization's goals through the various programs operated by SCADP and VOALA substance use facilities. This includes managing multiple programs that provide individualized assistance through service linkages, counseling, substance use treatment, life planning, and crisis intervention to prepare individuals for further success. The role involves staying up-to-date on federal and state regulations, directing resources toward partnerships with other non-profits, monitoring and renewing facility licensing, and ensuring compliance with health and safety regulations. The position also requires meeting all program contractual Key Performance Indicators, including daily program numbers, data quality input, note-taking, exit indicators, and services provided.
Responsibilities
- Program Development:
- Collaborate with the Clinical Regional Director and Program Managers to develop and manage program budgets, performance goals, and service delivery in accordance with grant, contract, and state requirements.
- Develop program policies, procedures, plans, and communications for residential and non-residential programs serving underserved populations.
- Create policies, procedures, and records to support CARF accreditation and meet local, state, federal, and contractual regulatory requirements.
- Develop best practices and tools for managing residential and non-residential programs.
- Proactively manage changes in project scope, identify potential crises, and devise contingency plans that meet CARF and regulatory requirements.
- Supervision of Programs:
- Oversee facility operations in conjunction with Program Managers.
- Ensure health and safety standards across SCADP and VOALA substance use facilities.
- Ensure all client services are properly recorded in both hard copy and electronic health record (EHR) formats.
- Monitor the quality and effectiveness of services provided to participants through Program Managers and the Quality Assurance Manager.
- Ensure program interim and final goals and requirements are achieved.
- Evaluate program effectiveness and make proposals to senior management.
- Provide knowledge and oversight of services in EHR, enforcing documentation standards and evidence-based practices.
- Support Program Managers in facility operations and client support.
- Engage in and oversee grant reporting to satisfy funder requirements.
- Training:
- Train, coach, and manage SCADP and VOALA substance use teams on program requirements, tools, and methods, including required credentials and continuing education.
- Communicate program and project expectations to team members and management clearly and timely.
- Plan, conduct, and record required in-service training.
- Delegate tasks and responsibilities to appropriate personnel.
- Coordinate Multiple Programs:
- Supervise operations of multiple teams engaged in various programs in collaboration with Program Managers.
- Collaborate with HR, corporate administration, and Program Managers to address staffing issues, employee conflicts, and human resources compliance.
- Ensure Program Managers' effectiveness in staffing, scheduling, coverage, performance management, attendance, timecard compliance, and accountability.
- Budgeting:
- Publish monthly budget reports and proposals.
- Estimate and allocate resources needed for programs to achieve goals.
- Create and analyze budget reports and make projections for future budgets.
- Report budget recommendations to the CEO and CFO.
- Allocate financial, facility, staffing, and support resources (e.g., transportation, dining, supplies).
- Communications and Collaboration:
- Keep the Clinical Regional Director and VOALA facilities informed of progress toward grant goals.
- Communicate with funders on an ongoing basis and meet all reporting timelines.
- Collaborate with community partners for services and housing opportunities for program participants.
- Collaborate with other SCADP and VOALA programs and represent the agency in networking and public relations opportunities.
- Plan and participate in community outreach efforts to gain and maintain community support.
- Essential Duties:
- Report to the office or other locations where work is performed by subordinates required to work on-site.
- Through Program Management, provide resources to train and manage teams on program requirements, evidence-based practices, EHR, tools, and methods.
- Ensure subordinate programs meet funder requirements and maintain ongoing communication with funders.
- Collaborate with other service providers to link programs to community resources and supportive services.
- Collaborate with other VOALA programs and represent the agency in networking and public relations.
- Plan and organize the workload of subordinate individuals and programs, deploying and organizing resources effectively.
- Identify better, faster, and more efficient ways to achieve the mission of SCADP and VOALA.
- Coach and mentor junior staff.
- Perform other duties as required, subject to change.
- Mandated Reporter:
As service providers to the underprivileged and vulnerable, all employees are considered Mandated Reporters and must report any instance of physical or sexual abuse to proper authorities.
Requirements
- Must pass a fingerprint clearance, background check, including criminal history, personal references, employment, and education verifications.
- Bachelor's degree in Business or related discipline OR 4 years of related experience.
- Current Alcohol and Drug Counseling Certification by an approved accrediting organization (CCAPP, CADTP, or CADEE) OR current license as LMFT, LCSW, or LPCC.
- 3 years of experience in business or non-profit management with budget management/oversight.
- 2 years of experience in policy development and continuous improvement.
- Experience in contract management.
Preferred Qualifications
- History of working with multiple community partners; existing relationships a major plus.
- Experience connecting clients to community and government resources.
- Familiarity or work experience in a social services field and/or healthcare.
- Familiarity with CARF accreditation.
- Bilingual in English and Spanish.
- Knowledge of community resources.
- Knowledge of the Harm Reduction Model.
- Experience with Electronic Health Records and other relevant databases used by partner service providers.
Pay
$95,000 - $100,000 per year
