Description

Under general direction of the Human Resources Manager, plans, organizes and directs the activities of the Fire Department's recruitment, testing, outreach, and Human Resources training programs; performs related duties as required.

The current vacancy is a full-time, intermittent position without benefits for a period of approximately eight months. The list established as a result of this recruitment will be used to fill current and future regular, intermittent, extra-help, full-time, and part-time vacancies.

Examples Of Duties

  • Manage open and promotional recruitment and testing activities within the framework of the Ventura County Personnel Rules and applicable laws and procedures.

  • Aid Fire District managers and supervisors with personnel and hiring needs and coordinate certifications, recruitments and testing; work with subject matter experts and Ventura County Human Resources to respond to examination appeals.

  • Draft job announcements and determine appropriate testing processes and procedures; place advertisements, screen applications and coordinate the logistical and administrative portions of the testing process; work with subject matter experts on exam development, including: supplemental questionnaires, written, oral and practical exams, and other applicable exams.

  • Cookordinate the activities of the recruitment cadre and outreach programs; serve as liaison to other departments, agencies or community groups.

  • Prepare and submit reclassification requests; research and provide recommendations on organization structure and function; work closely with Ventura County Human Resources in classification studies and development of classification specifications.

  • Develop, coordinate, and provide training to Fire personnel on Human Resources-related topics; monitor training needs and recommend/implement training programs based on needs.

  • Cookordinate the Fire District's temporary staffing services; monitor the use of temporary employees to ensure compliance with policies and procedures.

  • May supervise administrative or clerical staff.

Typical Qualifications

  • At least four years of increasingly responsible experience working in the field of Human Resources, preferrably in the public sector. Excellent relationship building, communication and organization skills are essential. A bachelor’s degree in a related field and/or related certifications are preferred.

Recruitment Process

Supplemental Questionnaire – qualifying: All applicants are required to complete and submit the questionnaire for this examination AT THE TIME OF FILING. The supplemental questionnaire may be used throughout the examination process to assist in determining each applicant’s qualifications and acceptability for the position.

Oral Examination – 100%: A job related Oral Examination will be conducted to evaluate and compare participating candidates’ knowledge, skills and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Candidates must earn a score of seventy (70%) percent or higher to qualify for placement on the eligible list.

Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.
