Duties

  • Analyze, contribute, and provide feedback to the Commanding Officer and supervisor regarding areas of responsibilities.
  • Assist in preparing and conducting semi-annual and special occasion communications security (COMSEC) account inventories, KMI spot-checks, and bi-annual Intermediate Superior In Command (ISIC) inspections.
  • Respond and provide customer service support to data-calls, messages, directives, record messages, and service requests via phone, email, websites, messaging systems, and/or walk-in inquiries.
  • Ensure safe and secure handling and accountability of cryptographic material and electronic key equipment is performed at all times.
  • Provide solutions to improve services to users and user's organizations via policies, training and other instructions.
  • Support a wide spectrum of resources for worldwide messaging systems and facilities that fall under the cognizance of the organization, including the methodologies, standards, and technologies supporting electronic key/network operations.
  • Prepare Cryptographic Validation Request Forms, Destruction Reports, Inventory Reports, Incident Reports and other documents pertaining to security.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI).

  • Successful completion of a pre-employment drug test (including marijuana) is required.
  • A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test.

  • Selectee must acknowledge in writing that they are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position may require a 2-year DCIPS trial period.
  • This position may require a polygraph examination.
  • PPP applicants must currently hold the required security clearance.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.
  • You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position.
  • You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • This is a Cyberspace Workforce position, Work Role Code (723 - COMSEC Manager) - Proficiency Level (Advanced), the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and DoN policies.
  • This is a Security Professional Educational Development (SPeD) position and requires DoD certification.
  • Selectee must obtain/maintain certification within prescribed timeframes.

Qualifications

  • Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS/GG-09) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties:
  • Lead, prepare for, and conduct semi-annual/special communications security (COMSEC) account inventories, KMI spot-checks, and bi-annual inspections.
  • Drafting critical security documents, including Cryptographic Validation Requests, destruction reports, inventory ledgers, and security incident reviews.
  • Analyze metrics, participate in audit reviews, and provide strategic feedback to leadership.
  • Developing actionable training, local policies, and standard operating procedures (SOPs) to optimize network and electronic key operations.
  • Providing tier-2/3 technical and customer support to resolve complex, non-routine communications security (COMSEC) issues.
  • Managing multi-channel inquiries (phone, email, secure messaging) and responding to official military data calls, directives, and record messages.

Additional Qualification Information

  • Education: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
  • Successful completion of a Ph.D. or equivalent doctoral degree.
  • OR Successful completion of three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree.
  • OR Successful completion an LL.M. degree that is related to the position being filled.
  • OR You have a combination of experience and education as described above that equates to one year of experience.
  • Your percentage of the required education plus your percentage of the required experience equal one hundred percent.
