About the role

You will establish and implement the Security Program procedures within the SCSTC Hampton Roads Learning Site. You will serve as staff advisor, security program manager to the: CO, XO, and Department Heads on matters affecting overall security issues. You will ascertain problems in accuracy, adequacy, and adherence to procedures, and takes corrective action when necessary.

Responsibilities

The role involves managing, coordinating and analyzing the security programs, analyzing personnel readiness, determining methodology for gathering information, providing security services, and reviewing existing division directives.

Requirements

  • Must be a US Citizen
  • Must be determined suitable for federal employment
  • Must participate in the direct deposit pay program
  • Must be registered for Selective Service (males born after 12-31-59)
  • Must obtain and maintain an interim and/or final security clearance prior to entrance on duty
  • Must be able to wear personal protective equipment and travel from normal duty station to CONUS and OCONUS

Qualifications

GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Managing, coordinating and analyzing the security programs
  • Analyzing personnel readiness of the command and local LS, and provides statistical analysis of security resources distribution
  • Determining methodology, designs forms and/or procedures for gathering information
  • Providing security services to managers, supervisors, and security counter parts throughout the command, LS and their centers
  • Reviewing existing division directives/instructions and ensure they are current, correct and necessary

GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Conducting and maintaining inventories of all classified material held onboard including Communications Security (COMSEC) and Electronic Keying Material System (EKMS) items
  • Coordinating with Naval Base Great Lakes and Navy Region Midwest concerning physical security and anti-terrorism issues
  • Informing employees about the goals and objective of management
  • Providing direct first level supervision to one subordinate security assistant

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: GS-11: Successful completion of a Ph.D. or equivalent doctoral degree OR Successful completion of 3 full years of progressively higher-level graduate education leading to such a degree OR Successful completion of an LL.M., if related GS-09: Successful completion of a Master's or equivalent graduate degree OR Successful completion of 2 full years of progressively higher-level graduate education leading to such a degree OR Successful completion of an LL.B. or J.D., if related
