About the Role

Reporting to the Program Manager, the Secretary II provides administrative, secretarial, and clerical support for the Underwater Vehicles Support team at the Pacific Missile Range Facility (PMRF) Kauai on the Hawaii Detachments Support Services contract. The ideal candidate has experience in document control, scheduling, records management, travel coordination, certification tracking, and office support for engineering, supply, and operations teams. This position is located in Kekaha, HI.

Responsibilities

  • Prepares, edits, formats, and distributes correspondence, reports, presentations, meeting agendas, and meeting minutes using Microsoft Office Suite in support of underwater vehicle operations, MK 30 certification tracking, and program management at PMRF Kauai.
  • Maintains electronic and physical filing systems, document control, and records management for MK 30 certifications, maintenance logs, range schedules, personnel qualifications, and technical publications to ensure audit readiness and compliance.
  • Coordinates calendars, meetings, range support activities, and events; arranges logistics and prepares materials for team leads, engineers, and Government personnel; and supports surge operations during high-tempo test and certification periods.
  • Provides administrative support for travel coordination, including processing travel authorizations, orders, vouchers, and arrangements in accordance with the Joint Travel Regulations (JTR) and contract policies for TDY travel to Guam, CONUS, and other locations.
  • Answers phones, greets visitors and contractors, provides customer service, routes inquiries appropriately, and adheres to PMRF Kauai security and access procedures.
  • Performs data entry, tracking, and reporting using spreadsheets and Government or contractor systems to monitor certification status, personnel qualifications, operational event support, and compliance metrics.
  • Assists with personnel onboarding, out-processing, and access management, including base access requests, computer account coordination, training record tracking, and badging for new and visiting personnel.
  • Maintains office supplies, administrative equipment, and inventories, and coordinates procurement and replenishment through established supply channels.
  • Supports document reproduction, version control, distribution, and archiving of standard operating procedures (SOPs), technical publications, certification records, and other controlled documents to ensure they remain current and readily available.
  • Provides administrative support for audits, inspections, and special events as required.
  • Bid and proposal support if requested.
  • Other duties as assigned.

Required Qualifications

  • The ability to obtain and maintain an active secret clearance is required for this position.
  • HS Diploma required.
  • At least two (2) years in business, Government, or military experience in administrative/office operations.
  • Ability to learn and effectively use Government systems for document management, travel processing, and administrative tracking.
  • Knowledge of standard Navy correspondence formats and procedures for handling Controlled Unclassified Information (CUI) and classified material.
  • Ability to coordinate effectively with Government personnel, range activities, vendors, and other contractors, and support surge operations and occasional CONUS/OCONUS travel as required.
  • Demonstrated ability to work independently with moderate supervision, maintain confidentiality, produce accurate documentation, and support Government contract requirements, safety standards, and Quality Assurance Surveillance Plan (QASP) metrics.
  • Must possess basic computer literacy and data entry skills.
  • Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.).
  • Strong attention to detail and organizational skills.
  • Excellent verbal and written communication skills.
  • Demonstrated problem-solving skills.
  • Must possess strong time management skills.
  • Must be able to work in a fast-paced, changing, and challenging environment.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

Desired Qualifications

  • Associate's or bachelor's degree from an accredited university in Logistics, Supply Chain Management, Business Administration, or a related field.
  • Experience supporting a DoD, Navy, or technical/engineering environment.
  • Knowledge of DoD and Navy administrative procedures, records management, and OPSEC.
  • Experience supporting test ranges, engineering organizations, or certification tracking programs.
  • Prior experience with Navy ERP, FEDMALL, or equivalent DoD automated supply/inventory Systems.

Physical Requirements

  • Must be able to remain seated in a stationary position 50% of the time.
  • Must also be able to alternate between sitting, standing, and walking.

Pay & Benefits

  • The expected base pay range for this position is $21.73 to $25.02 per hour.
  • This position is eligible to participate in our corporate 401(k) and Employee Stock Ownership Plan (ESOP) programs, and may be eligible for performance bonuses, and other rewards and benefits.
