This position is located at DLA Distribution Oklahoma City, OK. Future vacancies may be filled for various shifts anywhere within the location.

Responsibilities

  • Oversee major programs such as Safety and Occupational Health, security, reserve program coordination, Depot Radiation Program, and Environmental and Hazardous Material Management.
  • Conduct routine inspections of physical layouts, personal protective equipment, fire protection, fire prevention, materials handling and storage operations to enforce safety and occupational health laws.
  • Coordinate recurring meetings, including Safety Committee Meetings and safety meetings for employees in each functional area, to discuss safe work practices, proper use of PPE, and adherence to policies and procedures.
  • Serve as liaison to the host activity and the site regarding safety.
  • Compile statistical data to determine mishap trends and identify and apply proper preventive methods.

Requirements

  • Must be a U.S. citizen.
  • Appointment is subject to the completion of a favorable suitability or fitness determination; unfavorably adjudicated background checks will be grounds for removal.
  • Non-Critical Sensitive security requirements apply.
  • Fair Labor Standards Act (FLSA) status: Non-Exempt.
  • Males born after 12-31-59 must be registered or exempt from Selective Service.
  • Selectees are required to have a REAL ID or other acceptable identification documents to access certain federal facilities.

Qualifications

To qualify for a Safety & Occupational Health Specialist, your resume and supporting documentation must support one of the following:

  • Education Substitution: Education must demonstrate the knowledge, skills, and abilities necessary to perform the work and must be from a college or university accredited by an organization approved by the U.S. Department of Education. If using education to meet basic qualifications, you must submit a transcript. To qualify based on education in lieu of specialized experience, you must possess:
    • A Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher education leading to such a degree in one of the following fields: safety, occupational health, industrial hygiene, or a related field that included or was supplemented by at least 24 semester hours of study in safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, or industrial psychology.
    • An LL.M. in a related field as described above.
  • Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for grade level GS-11. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11.
  • Specialized Experience: One year of specialized experience equivalent to the GS-09 level or equivalent under other pay systems in the Federal service, military, or private sector. Creditable specialized experience includes:
    • Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters.
    • Analyzing and evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.
    • Assisting with training sessions to educate personnel on Safety and Occupational Health matters.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Education

If you are using education to qualify, you must provide transcripts or other documentation to support your educational claims. Unofficial transcripts are acceptable at the time of application.

  • Graduate Education: One academic year of graduate education is considered the number of credit hours your graduate school defines as one academic year of full-time study. If this information is unavailable, 18 semester hours (or 27 quarter hours) are considered as satisfying the requirement for one year of full-time graduate study.
  • Foreign Education: If using education completed in foreign colleges or universities, you must show that the education credentials have been evaluated by a private organization specializing in the interpretation of foreign education programs and deemed equivalent to that gained in an accredited U.S. education program, or full credit has been given for the courses at a U.S. accredited college or university.

Physical Demands

  • Frequent surveys of warehouses, printing plants, new construction sites, machine shops, and vehicle maintenance facilities, necessitating prolonged periods of walking, standing, and bending.

Work Environment

  • Frequent exposure to operating machinery, hazardous materials (including chemical and flammable liquids), acid fumes, and construction hazards.

Drug-Free Workplace Policy

The Defense Logistics Agency (DLA) is committed to maintaining a safe, drug-free workplace. All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing for positions designated for testing.

  • Applicants tentatively selected for employment in testing-designated positions will undergo a urinalysis to screen for illegal drug use prior to appointment. Refusal to undergo testing or testing positive for illegal drugs will result in withdrawal of the tentative job offer and a six-month denial of employment with DLA from the date of the drug test.
  • Employees in drug-testing designated positions are subject to random drug testing. A negative drug test result must be received by HR within 30 calendar days after the start date. Failure to pass or refusal to conduct the test may result in withdrawal of the tentative offer or removal from Federal service.
  • The DLA drug testing panel tests for the following substances: marijuana, cocaine, opiates, heroin, phencyclidine, amphetamines, methamphetamines, fentanyl, norfentanyl, methylenedioxymethamphetamine (MDMA), methylenedioxyamphetamine (MDA), and opioids.
  • Use of cannabidiol (CBD) products may result in a positive drug test for marijuana.
