TransitAmerica Services, Inc. is seeking a Safety and Compliance Supervisor in Oakland, CA to oversee safety programs and regulatory compliance for a commuter rail operation.

About the Role

This position involves oversight of all safety-related activities, programs, and guidelines for a commuter railroad, including operations, transportation, track, signal, and mechanical forces. The role requires implementation and maintenance of corporate safety programs, compliance with federal regulations, and collaboration with department managers to manage hazardous conditions and eliminate unsafe practices.

Responsibilities

  • Oversee all safety-related activities, programs, and guidelines for commuter rail operations, including transportation, track, signal, and mechanical forces.
  • Implement and maintain TASI Corporate Safety Programs at the project level.
  • Ensure compliance with FRA-required commuter rail programs (49 CFR Parts 217, 218, 219, 225, 228, 229, 238, 239, 240, 242, 243, 270, 272).
  • Collaborate with department managers to strategize short-, medium-, and long-term safety goals.
  • Develop, implement, and coordinate safety training programs.
  • Ensure subcontractor compliance with jobsite safety rules and regulations.
  • Schedule and execute internal audits and evaluate regulatory programs.
  • Prepare for external audits (FRA, CPUC, OSHA, and other regulators).
  • Perform risk assessments and analyze safety performance data to identify deficiencies and corrective actions.
  • Track unusual occurrences and maintain safety statistics.
  • Provide accurate monthly, quarterly, and annual reports per contractual and federal obligations.
  • Promote Herzog’s safety culture and essential behaviors.
  • Respond immediately to emergency or problem calls, available 24/7.
  • Conduct accident/incident investigations, including documentation, root cause analysis, and corrective actions.

Requirements

  • High school diploma or equivalent.
  • Minimum of 4-5 years of relevant management experience with a commuter railroad operation, including mechanical and operations experience.
  • Working knowledge of regulatory authorities (FRA, CPUC, OSHA).
  • Demonstrated experience managing safety programs for a commuter or passenger railroad.
  • Proven safety record and experience implementing and maintaining safety programs.
  • Ability to respond immediately to emergencies and be on call 24/7.
  • Experience managing and executing drug and alcohol programs, including DOT-regulated and non-DOT testing.
  • Experience with on-site safety audits of facilities and railroad assets.
  • Experience with internal and external auditing procedures for safety compliance.
  • Proficiency in accident/incident investigations, including documentation, root cause analysis, and report preparation.
  • Knowledge of Railroad Operating Rules (General Code of Operating Rules preferred).
  • Proficiency with Microsoft Office (Word, PowerPoint, Teams, Excel, Outlook).
  • Ability to communicate safety philosophies across all organizational levels.
  • Experience working in an organized labor environment preferred.
  • Experience with behavior-based and risk-reduction safety programs; ability to develop Site-Specific Work Plans and Job Safety Analyses.
  • OSHA 30 Hour General Industry certification preferred.
  • Knowledge of APTA Best Practices Manual preferred.
  • Ability to research and interpret rules, regulations, directives, and contract language.

Pre-Employment Requirements

  • Subject to pre-employment background check and motor vehicle report review.
  • Maintain a valid driver’s license and endorsements as required.
  • Subject to pre-employment physical, medical evaluation, and drug screen due to the safety-sensitive nature of the position.
  • Successfully complete and maintain required safety certifications and testing annually.

Physical Requirements

  • Perform light work, occasionally exerting up to 20 pounds of force.
  • Able to walk on uneven surfaces.
  • Occasionally ascend/descend step ladders and/or stairs.
  • Regularly sit and stand for extended periods.
  • Regularly kneel, bend, and squat.
  • Must pass color/vision examinations as required by the position.
  • Must be able to hear and distinguish auditory signals.
  • Able to work in loud noise conditions and around heavy/moving machinery.
  • Able to work outdoors in all weather conditions (hot, cold, rain, snow, sleet).

Pay

$120,000.00 - $140,000.00 annually.
