About the role

Tactica Solutions LLC is seeking a highly experienced Safety and Airborne Representative to support the JECC Safety Program and the Joint Communications Support Element (JCSE) Airborne Program.

Responsibilities

  • Develop, implement, and sustain the JECC Headquarters Safety and Occupational Health Program in accordance with DoD, joint, and service-specific regulations.
  • Serve as the principal advisor to command leadership on all safety and occupational health matters, assessing risk in plans, exercises, and operations.
  • Manage the Unit Safety Officer (USO) Program, ensuring proper appointment, training, and oversight of additional duty safety personnel across all services (Army, Navy, Air Force, Marine Corps).
  • Oversee the Hearing Conservation Program (HCP) and Respiratory Protection Program (RPP) in compliance with applicable DoD Instructions and OSHA regulations.
  • Ensure identification of exposed personnel, completion of medical evaluations, fit testing, training, and appropriate protective equipment issuance.
  • Ensure compliance with DoD Instruction 6055.01, AR 385-10, OPNAVINST 5100.23, DAFMAN 91-203, and other applicable regulations.
  • Conduct and oversee periodic safety inspections of workplaces, facilities, and operational areas.
  • Review contractor Accident Prevention Plans (APPs) for compliance with EM 385-1-1.
  • Verify proper use of Personal Protective Equipment (PPE) by all personnel.
  • Establish and manage a hazard reporting system, including anonymous submissions.
  • Integrate DoD five-step Risk Management processes using tools such as DD Form 2977.
  • Conduct mishap investigations focused on prevention and corrective action.
  • Ensure accurate reporting through service-specific systems (ASMIS, ESAMS/RMI, AFSAS) and compliance with DoD notification timelines.
  • Develop and manage a comprehensive safety training program for military and civilian personnel.
  • Ensure completion and documentation of foundational, supervisory, and hazard-specific safety training.
  • Manage seasonal safety campaigns and the command safety awards program.
  • Serve as the primary airborne SME and JECC headquarters representative for the JCSE Airborne Program.
  • Advise leadership on program health, risk, and long-term viability.
  • Develop and brief airborne risk assessments, recommendations, and program improvement initiatives.
  • Cookordinate with external training and inspection agencies (e.g., Quartermaster School, Advanced Airborne School, USAF training units).
  • Oversee compliance with AR 59-4 for airborne inspections, investigations, and reporting.
  • Monitor and advise on updates to joint, Army, and Air Force airborne and safety doctrine.
  • Support validation of Joint Manning Documents (JMD) for paid parachutist positions.
  • Affist with inspections of Hazardous Duty Incentive Pay (HDIP) programs.
  • Develop and recommend airborne SOPs and command policies.
  • Manage airborne malfunction and incident reporting in accordance with AR 59-4.
  • Serve as technical advisor to airborne investigation officers.
  • Analyze trends and provide risk mitigation recommendations.
  • Review airborne exercise After Action Reports (AARs) and identify lessons learned.

Requirements

  • Bachelor’s degree required.
  • Minimum of 10 years of military airborne operations experience.
  • Minimum of 5 years managing a comprehensive safety program in a DoD or military environment.
  • Experience supporting joint or multinational headquarters operations.
  • Demonstrated experience planning and executing joint airborne operations.
  • Working knowledge of JP 3-18, JP 3-16, FM 3-99, ATP 4-48, DAFMAN 13-217, AFDP 3-36, and AR 59-4.
  • Graduate of the U.S. Army Jumpmaster Course.

Preferred Qualifications

  • Board of Certified Safety Professionals (BCSP) Certified Safety Professional (CSP).
  • Completion of a recognized Service Safety Officer Course (Army, Navy, Air Force, or Marine Corps).
  • Prior experience in joint airborne inspection and malfunction investigations.

Security Requirements

Active Secret security clearance required for the duration of the contract.

Physical Requirements

Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. May include lifting weight up to thirty (30) pounds as necessary.
