About the role

The MO HealthNet Division has an opening for a Program Manager within the Rural Health Transformation Office Unit located in Cole County. The position is semi-monthly salary: $3,474.91, with potential for a higher rate based on a pay differential. The annual salary is $83,398.00. The position is located at the Howerton State Office Building, 615 Howerton Court, Jefferson City, MO.

Responsibilities

  • Provide day-to-day leadership and operational oversight for the Rural Health Workforce Programs initiative.
  • Translate strategic goals into measurable impact for the initiative, which includes Early Healthcare Workforce Pathways, Maternal Health Workforce Expansion, Medical School Clerkship Expansion, Coordinated Investment in EMS, and Workforce Retention and Enablers.
  • Define and drive the full implementation roadmap across the portfolio, coordinating execution across state agencies, rural providers, associations, educational institutions, EMS partners, and other delivery partners.
  • Coordinate development and launch of workforce-related program materials and funding pathways, including scopes of work, NOFOs, RFPs, award criteria, training requirements, implementation guides, and partner onboarding materials.
  • Support design and rollout of specific workforce programs, including rural CTE expansion, CNM, doula, CHW, perinatal home visitor training pathways, medical clerkship expansion, EMS regional pilot programs, and retention supports like childcare and housing initiatives.
  • Develop and monitor an initiative-wide budget, ensuring resources are deployed efficiently and in compliance with program guidelines.
  • Maintain oversight of timelines, budgets, and performance to ensure workforce sub-initiatives are delivered efficiently, effectively, and in alignment with program-wide objectives.
  • Establish and track initiative performance measures and milestones, including workforce participation, site launches, program completions, regional coverage, EMS optimization, retention-related metrics, and progress toward statewide workforce goals.
  • Provide transparent, data-driven updates to RHTO leadership on initiative performance, milestones, and risks, surfacing dependencies and decision points early to enable timely escalation and resolution.
  • Lead partner and vendor sourcing efforts, including developing and managing RFPs and NOFOs, reviewing proposals, and coordinating with training providers, academic institutions, associations, and technical assistance partners.
  • Support problem resolution by identifying issues, helping remove roadblocks, and coordinating with teams to keep work moving forward.
  • Carefully coordinate across stakeholders by maintaining communication, aligning priorities, and supporting steady progress against timelines and deliverables.

Qualifications

  • Bachelor’s degree, 5–7 years of relevant experience, preferably in workforce development, rural health, public or population health, health professions education, healthcare training programs, or a related government or social services field.
  • Demonstrated ability to manage complex, multi-stakeholder initiatives from planning through execution.
  • Strong working knowledge of project management principles, including workplan development, risk management, and milestone tracking.
