About the Role

VFHY is preparing for a significant expansion of its statewide grantmaking. VFHY serves as the Key Implementation Partner for a new initiative under the Rural Health Transformation Program (RHTP) called Consumer-Facing Technology. We are seeking a full-time Statewide Rural Health Transformation Manager to help build and lead a new statewide grant initiative supporting the health and wellness of rural Virginians through innovative, technology-enabled approaches.

Reporting to VFHY’s Director of Programs, the Statewide Rural Health Transformation Manager will oversee the development and implementation of a statewide grant initiative, coordinate major partnerships, supervise two grant administrators, and help ensure that approximately $8 million in annual grant funding is implemented effectively across rural Virginia. The Statewide Rural Health Transformation Manager will work as part of a collaborative VFHY team, with support from program, fiscal, administrative, and senior staff, while providing day-to-day leadership for the Consumer-Facing Technology initiative. This position is eligible for hybrid telework.

Key Responsibilities

• Statewide Grant Management
  • Work collaboratively with VFHY program, fiscal, administrative, and leadership staff to plan, implement, and oversee the Consumer-Facing Technology initiative.
  • Lead the development and management of Requests for Applications (RFAs).
  • Oversee the full grant lifecycle, including application development, review, award, contracting, monitoring, reporting, and closeout.
  • Monitor grantee performance, budgets, deliverables, and milestones and provide guidance to support successful implementation.
  • Develop consistent systems, procedures, tools, and documentation for managing a large statewide grant portfolio.
• Initiative Management and Compliance
  • Coordinate implementation of VFHY’s Consumer-Facing Technology initiative to ensure compliance with federal, state, and agency requirements.
  • Work closely with fiscal and program staff to identify and address compliance, implementation, and performance issues.
  • Track initiative-level metrics, milestones, and deliverables.
• Staff Management
  • Assist in onboarding two new grant administrators.
  • Supervise and support two grant administrators responsible for directly managing Consumer-Facing Technology grants.
  • Establish clear processes and performance standards for staff and promote consistency and coordination across the statewide grant portfolio.
• Technical Assistance
  • Coordinate technical assistance to help grantees successfully implement projects and achieve program goals.
  • Partner with technical assistance providers to deliver individualized support as needed.
  • Coordinate with technology companies, consultants, subject-matter experts, and other external partners supporting implementation of Consumer-Facing Technology projects.
• Stakeholder Engagement
  • Build and maintain strong relationships with local organizations, state agencies, health systems, and technology partners to advance rural health and maintain alignment with statewide priorities.
  • Represent VFHY in meetings, workgroups, convenings, and stakeholder engagements in Richmond and, occasionally, throughout Virginia.

Minimum Qualifications

• Experience with federal, state, or private grants, including responsibility for compliance, monitoring, reporting, budgets, and performance requirements.
• Experience developing or supporting competitive grant opportunities.
• Ability to work onsite in downtown Richmond, Virginia, during the first two months of employment and thereafter maintain a hybrid telework schedule with regular onsite presence in the Richmond office each week.
• Bachelor’s degree in public administration, public health, social work, health administration, business administration, or a related field, or an equivalent combination of education and relevant professional experience.
• Ability to occasionally travel throughout Virginia.
• Strong written and verbal communication skills, including the ability to communicate complex information clearly to diverse audiences.
• Demonstrated ability to build relationships and coordinate work across agencies, organizations, and sectors.
• At least seven years of progressively responsible professional experience in grantmaking, public health, health care, government, nonprofit management, or a closely related field.

Preferred Qualifications

• At least three years of experience directly supervising professional staff.
• Master’s degree in public administration, public health, social work, health administration, business administration, or a related field.
• Direct experience managing federal grants.
• Experience managing a large, complex portfolio or initiative with multiple simultaneous projects/grants.
• Experience working with rural communities or organizations in Virginia.
• Experience overseeing $4 million or more annually in grants or contracts.
• Experience with technology-enabled approaches to health, wellness, or service delivery.
• Working knowledge of federal grant requirements, including 2 CFR Part 200 and applicable requirements related to subrecipient monitoring and allowable costs.

Funding and Term of Position

This position is funded directly through the Rural Health Transformation Program, a five-year federal grant. Continued employment is contingent upon the availability of funds each year.

Location of Position

This position is located in downtown Richmond, Virginia and is eligible for a hybrid telework schedule after two months of satisfactory performance and the completion of a Telework Agreement.
