This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

About the Position

The position is located within the US Army Corps of Engineers, New Orleans District, Hired Labor Unit, Floating Plant Section, with duty in New Orleans, LA. You will work at various field locations such as navigation projects and flood control structures from the deck of a spud barge or pontoon. Assignments involve work in various trades including rigging, pile driving, timber working, welding, operating floating plant, sandblasting and painting, and dewatering navigation structures.

Responsibilities

  • Set up the pile driving rig for operation.
  • Select proper gear such as slings, shackles, and ropes to make bridles and harnesses for picking up the swinging leads and inserting the pile driving hammer into the leads.
  • Construct or repair timber structures such as guide walls, mooring clusters, retaining walls, lock gates, etc.
  • Install structural timber such as wales, stringers, braces, and decking using nails, spikes, drift pins, or bolts.
  • Assist with moving and mooring of floating plant.
  • Operate small skiffs with an outboard motor to transport supplies and personnel.
  • Operate diesel-powered work boats for pushing barges.
  • Operate diesel-powered cable winches for lifting spuds or pulling floating plant with cables tied to anchorage.
  • Perform sandblasting duties; set up abrasive blasting equipment, air compressor, filter and moisture separator, air hose, and sandblasting hose; fill and adjust sandblasting pot for proper operation.

If selected at a grade level lower than the full performance (XF-09), duties will be developmental with more supervisory oversight.

Requirements

  • Must be a citizen of the United States.
  • Must provide proof of U.S. Citizenship.
  • One-year trial or probationary period may be required.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • Direct deposit of pay is required.
  • Selectees are expected to report in person to a USACE facility 4 days/week.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must possess or obtain a state-issued driver’s license.
  • Must obtain a Government Small Boat Operators License upon employment.
  • Position requires a standard drug test of the incumbent and annually thereafter, as well as completing the annual medical surveillance program.
  • Travel may be up to 50% of the year.

Qualifications

Minimum Qualification for XF-09:

Specialized Experience: Must have at least 18 months of experience or training performing the full range of procedures to use in safely lifting the piles into the leads and the placement of the piles into driving position. Knowledge of hand signals to guide the crane operator while hoisting, moving, or lowering the pile driving equipment is required.

  • Knowledge of accepted procedures and safe working loads for correct installation of hardware to make-up or attach slings and bridles.
  • Ability to operate and use all hand and power tools of the trades such as chain saws, drills, impact wrench, winches, pneumatic pile driving hammers and swinging leads, spray guns, welding and burning tips, etc.
  • Skill in cutting, end splicing rope and wire cable to make slings, and install various fittings used on lifting hooks, drag buckets, clamshell buckets, pile driving equipment, and in making up barges for towing.
  • Skill in laying out work for cutting to proper length, angle, and shape; choosing appropriate methods and procedures, and carrying assignments through to completion.
  • Capability of performing general painting duties, sandblasting, welding, and dewatering of navigation locks and flood control structures.
