Responsibilities
- Provide direct oversight and management of all development scrum teams and their assigned Scrum Masters, ensuring consistent application of Agile ceremonies, sprint cadence, and delivery practices across every pod.
- Establish and enforce Agile governance standards across the development organization, including definition of ready/done, backlog hygiene, sprint reporting, and velocity tracking.

- Coordinate sprint planning, backlog refinement, and release scheduling across scrum pods to ensure development capacity is aligned with intake priorities and program commitments.
- Partner with the Demand Manager and intake function to translate approved demand into sprint-ready work, and ensure prioritization decisions are reflected consistently across all teams.
- Monitor scrum team health, velocity, and delivery quality, identifying and resolving blockers, resourcing gaps, or process breakdowns before they affect delivery commitments.
- Serve as the escalation point for cross-team dependencies and delivery risks, working with the Solution Architect and track leads to resolve technical and sequencing conflicts.
- Mentor and develop Scrum Masters, providing coaching on facilitation, stakeholder management, and adherence to program governance standards.
- Report development delivery status, risks, and metrics to program leadership on a recurring cadence, supporting program-level reporting and option year planning.
- Support continuous improvement of Agile practices across the program, incorporating lessons learned and standardizing successful practices across scrum pods.
Qualifications
- Bachelor's degree and a minimum of 10 years of experience managing Information Technology related projects. An additional 8 years of relevant experience may be substituted for the degree requirement for a total of 18+ years of experience.
- Well versed in life cycle and project management methodologies.
- Experience tracking cost, schedule, and performance progress.
- Experience identifying and mitigating risks.
- Experience in ITSM and ITOM delivery.
- Demonstrated experience directly managing multiple Scrum Masters or scrum team leads across concurrent delivery teams.
- Strong working knowledge of Agile delivery frameworks (Scrum, SAFe, or similar), including sprint planning, backlog management, and release governance.
- Experience establishing or enforcing delivery governance standards across multiple teams in a matrixed program environment.
- Proven ability to manage competing priorities, resolve cross-team dependencies, and communicate delivery status to program and client leadership.
- Excellent verbal and written communication skills, with experience presenting delivery status and risk to senior stakeholders.
