HOC was established in 1974 to respond to Montgomery County’s need for affordable housing. The agency is authorized to acquire, own, lease, and operate housing; provide construction or renovation; obtain financial assistance; and arrange for social services, resident services, and daycare.

About the role

The Regional Property Manager is a professional position responsible for monitoring and managing third-party Property Managers. This role is critical to optimizing resident satisfaction, budgetary performance, and HOC mission outcomes. The incumbent must possess a fundamental knowledge of managing both market-rate and affordable housing and a comprehensive understanding of property management processes, systems, and procedures.

The Regional Property Manager ensures properties are fiscally sound, physically well-maintained, and compliant with lender, U.S. Treasury, HUD, and other regulatory requirements, as well as HOC policies and procedures. The position involves reviewing monthly property summaries, preparing reports for leadership, and analyzing property operations. The incumbent must stay aware of local and regional market conditions and recommend asset positioning strategies.

Responsibilities

  • Monitor and manage third-party property management companies and HOC-managed scattered properties, applying knowledge of market-rate and affordable housing.
  • Review, analyze, and interpret market data to identify trends impacting portfolio performance; develop and implement market plans to drive occupancy and revenue growth.
  • Develop annual budgets for assigned properties and oversee budgeted goals by analyzing financial statements, completing variance reports, and addressing performance gaps.
  • Promote resident satisfaction and retention through timely responses to resident concerns, questions, and requests.
  • Ensure properties meet established physical and safety standards through routine inspections and communicate capital needs for upkeep.
  • Review monthly property reports, including budget variance, occupancy/vacancy, and accounts receivable reports; ensure compliance with regulatory requirements for affordable programs.
  • Accompany stakeholders on-site visits; travel to assigned properties biweekly on average.
  • Respond to emergencies, report situations, attend property meetings, and serve as liaison and advisor to Property Managers.
  • Attend meetings with HOC leadership, third-party property managers, and other divisions (e.g., Mortgage Finance, Real Estate Development, Finance).
  • Demonstrate self-discipline, time management, and responsibility in managing daily activities with minimal oversight.

Requirements

  • At least six (6) years of progressively responsible experience in multifamily property management, focusing on affordable housing, with knowledge of real estate finance, accounting, and development.
  • Experience as a regional property manager is preferred.
  • Solid background in real estate property operations and comprehension of fiscal and financial statements.
  • Demonstrated knowledge of federal, state, and local regulations for affordable housing compliance and management.
  • Experience assessing market competitiveness and comparability in revenue and expense performance.

Qualifications

  • Bachelor’s degree in Business or Public Administration or a related field from an accredited college or university.
  • An equivalent combination of education and experience may be accepted.

Skills

  • Ability to explain complex or technical information regarding rules, regulations, policies, and procedures.
  • Proficiency in identifying underperformance and coordinating with third-party property management firms to stabilize properties.
  • Strong verbal and written communication skills, including active listening and sharing relevant information.
  • Ability to organize multiple complex assignments, manage competing priorities, and produce accurate, thorough work on time.
  • Adaptability to changing business needs, conditions, and responsibilities; positive response to change.
  • Proficiency in Office programs (Outlook/Gmail, Word, Excel) and other analytical software.

Pay

Grade 27 – Minimum: $83,429 / Midpoint: $111,702 / Maximum: $139,975. Salary is determined by departmental budget and commensurate with experience.

This position requires filing a Public Financial Disclosure Statement (FDS) within 15 days of hire, annually, and upon leaving the position.
