Regional Ombudsman / Human Services Program Representative 2

Location: Northeastern Minnesota (remote position with up to 50% travel required)

About the role

This position will advocate on behalf of long-term care residents in Northeastern Minnesota, including St. Louis County and cities such as Duluth, Aurora, Biwabik, Brookston, Eveleth, Floodwood, Hermantown, Meadowlands, Proctor, and Virginia. As a remote worker, the incumbent will have their home or an alternative location assigned as their principal work location and will not be assigned to an agency facility. The Department of Human Services is unable to provide sponsorship for work visas; applicants must be eligible to work in the United States at the start of employment.

Responsibilities

• Enhance the quality of life and care for Minnesota long-term care consumers through individual advocacy, education, and consumer empowerment strategies.
• Maintain expertise in Minnesota and federal long-term care policies, programs, and service delivery functions, including technical and administrative aspects.
• Evaluate how Minnesota’s long-term care system operates and applies to individual consumer experiences, particularly within the assigned geographical region.
• Make recommendations for systemic improvements in long-term care at regional, state, and national levels, including legislative changes.
• Utilize dispute resolution skills such as negotiation or mediation to advocate for long-term care consumers.
• Understand long-term care financing, including Medicare, Medical Assistance, and private insurance.
• Maintain electronic documentation as required.

Requirements

• 3 years of professional experience in one or more of the following: nursing, social work, advocacy, discharge planning, law, or person-centered thinking/planning.
• Demonstrated experience in dispute resolution (e.g., negotiation or mediation).
• Knowledge of state and federal long-term care delivery systems.
• Understanding of long-term care financing, specifically Medicare, Medical Assistance, and private insurance.

Preferred Qualifications

• Understanding of medical terminology and functional disability.
• Effective oral and written communication skills.
• Proficiency in communicating complex regulations, policies, and program constraints both orally and in writing.
• Experience working effectively with diverse backgrounds and cultures.

Pay

$32.97 - $48.60 hourly; $68,841 - $101,476 annually.

Schedule

• Full-time, unlimited (permanent) position.
• Day shift, Monday through Friday.
• Up to 50% travel required.
