This position is covered by the collective bargaining agreement between Cook County and the RWDSU Union. Pursuant to the agreement, Cook County will exhaust internal eligible applicants prior to considering external candidates.

About the role

A confidential and critical position that performs a variety of specialized, complex activities in the coordination of Human Resources services, with a strong emphasis on recruitment and selection, proactive problem resolution, and departmental communications.

Responsibilities

  • Plans, coordinates, and participates in HR-related programs and activities.
  • Coordinates the recording and maintenance of HR and Payroll data, and the generation and distribution of related reports and information (HR metrics, data requests, etc.).
  • Conducts preliminary analyses of data, identifying progress and adverse trends, and provides input into recommendations or conclusions.
  • Reviews all personnel forms for completeness and accuracy.
  • Assists in the preparation and distribution of internal communication.
  • Maintains liaison with Payroll and others across Cook County Health (CCH) to obtain and provide information.
  • Participates in the evaluation and testing of applicants, determines work priorities, and trains other staff in recruitment and selection processes.
  • Works on special projects as assigned by management.
  • Performs other related duties to assist the HR Recruiter.

Recruiting Duties

  • Supports the recruiting team with day-to-day processing of correspondence and written communication for candidates, including verification that all hire documents comply with established guidelines.
  • Checks applicant pools in Taleo; notifies the recruiter to repost if there are no applicants, validates the position if fewer than four applicants exist, and runs a veteran’s report and completes an actively recruited packet for four or more applicants.
  • Enters data and performs maintenance in the CCH HRIS System and Recruiting Database; generates reports and assists in data analysis.
  • Researches, investigates, and follows up on internal and external inquiries related to vacancies posted or filled.
  • Coordinates with Labor on tracking vacancies filled via labor actions such as recalls.
  • Prepares copies of requested postings or paperwork for unions, FOIA requests, OIIG investigations, and other inquiries.
  • Sets up and maintains files on all candidates, ensuring all required pre- and post-employment documents (acknowledgement forms, transcripts, certifications, licenses, etc.) are included and provided to Human Resources Operations.
  • Performs employment-related actions, including verifications of employment, reference checks, and online verifications with state and federal exclusion and sanction websites.
  • Handles onboarding of CCH new hires, including scheduling EHS visits, checking the status of employee drug and health clearances, ensuring employment verification clearance, submitting new hire communication regarding offer information, and adding new hires to the orientation log.

Requirements

  • High School Diploma or GED and two (2) years of full-time work experience in an administrative, customer service, and/or clerical role (must provide High School Diploma at time of interview).
  • OR Associate’s degree or higher from an accredited institution with one (1) year of full-time work experience in an administrative, customer service, and/or clerical role (official transcripts must be presented at time of interview).
  • Proficiency in Microsoft Office, with a high concentration in Excel spreadsheets.
  • Typing speed of 25 words per minute with 90% minimum accuracy (typing test will be administered).
  • Must provide own adequate means of transportation for work assignments.

Preferred Qualifications

  • Previous work experience in a major hospital, medical center, university, government agency, or corporation with more than 1,000 employees at the same site.
  • Previous work experience in a fast-paced environment with a high volume of work.
  • PHR certification.

Physical and Environmental Demands

This position functions within a healthcare environment. The incumbent must adhere to all hospital and department-specific safety requirements, including:

  • Compliance with Personal Protective Equipment (PPE) requirements.
  • Hand washing and sanitizing practices.
  • Compliance with department-specific engineering and work practice controls.
  • Adherence to any other work area safety precautions specified by hospital-wide policy and departmental procedures.

Veteran Preference

Preference is given to honorably discharged Veterans who have served in the U.S. Armed Forces for not less than 6 months of continuous service. To qualify:

  • Identify as a Veteran on the employment application.
  • Attach a copy of DD 214, DD 215, or NGB 22 (Notice of Separation) at the time of application. If multiple documents exist, submit the one with the latest date.
  • Coast Guard Veterans must submit a certified copy of military separation from either the Department of Transportation (before 9/11) or the Department of Homeland Security (after 9/11).
  • Discharge papers must list an Honorable Discharge Status; papers without this status are not acceptable.
  • A copy of a valid State ID Card or Driver’s License identifying the holder as a Veteran may also be attached.
  • Original applicable discharge papers or state ID must be provided at the time of the interview.

Starting salary: $27.735 per hour.

Schedule

Shift: 8:30 AM – 4:30 PM.
