About the Role

This is a full-time permanent developmental position at the GS-11 or GS-12 grade level. The selectee will be required to complete 52 weeks before being promoted to the next higher grade level, with promotion potential to GS-12 upon meeting requirements and management recommendation.

Responsibilities

• Prepares leases, easements, licenses, and permits for the temporary use of government real property, including industrial facilities, rights-of-way for roads and public utilities, and land for agricultural purposes.
• Performs compliance inspections and reports of out grants at civil works projects or on military installations.
• Attends public meetings with landowners to ascertain their responsiveness to proposed Government or Non-Federal Sponsor acquisitions.
• Conducts searches for possible land or building sites identified through advertisement, ground search, and/or contracts with local business and government entities.
• Performs difficult negotiations involving heightened problems, using sound knowledge of realty practices and values, as well as skillful, courteous, and effective negotiating techniques.
• For GS-11: Conducts cost analyses for real estate transactions to provide recommendations; conducts market surveys and/or real estate site inspections.
• For GS-12: Performs real estate negotiations such as leases, licenses, easements, or permits; applies laws, regulations, or policies associated with real estate acquisitions; prepares documents for real estate planning, rights of entry, or acquisitions.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Temporary Duty (TDY) or business travel requirement of 25% of the time.
• Must possess or obtain and maintain a valid state Driver’s License in one of the 50 U.S. states or possessions to operate vehicles.
• U.S. Citizenship is required.
• This position requires a 1-year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest.
• Direct Deposit of Pay is required.
• Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

Qualifications

To qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

GS-11 Qualifications

• Specialized Experience: One year of specialized experience which includes:
  • Conducting cost analyses for real estate transactions to provide recommendations.
  • Conducting market surveys and/or real estate site inspections.
  This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
• Education: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree in a field demonstrating the knowledge, skills, and abilities necessary to do the work of the position.
• Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

GS-12 Qualifications

• Specialized Experience: One year of specialized experience which includes:
  • Performing real estate negotiations such as leases, licenses, easements, or permits.
  • Applying laws, regulations, or policies associated with real estate acquisitions.
  • Preparing documents for real estate planning, rights of entry, or acquisitions.
  This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). For this job, at the GS-12 grade level, you must meet the qualification requirement using experience alone—no substitution of education for experience is permitted.

Foreign Education

If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization specializing in the interpretation of foreign education programs and deemed equivalent to that gained in an accredited U.S. education program, or full credit has been given for the courses at a U.S. accredited college or university.
