About the role
This position involves developing and managing the installation real estate program. The incumbent will independently plan, coordinate, and execute installation real estate initiatives and interests.
Responsibilities
- Advise supervisors, Command Group, higher headquarters staff, and others on overall plans and programs for real estate management, including acquisition, out-granting, and disposal of real estate.
- Conduct technical tasks supporting the acquisition and utilization of the installation's real property and real estate, including construction, purchase, lease, exchange, donation, transfer, and granting of rights-of-way, permits, and licenses.
- Plan, direct, and accomplish complex tasks concerning the management, utilization, and/or disposal of USAGAPG real property.
- Provide oversight and support for portfolio management, lease management surety, and developer coordination.
- Prepare disposal documentation, including environmental, historical, cultural, and natural resource documents.
Requirements
- Ability to obtain and maintain a Secret security clearance; a background investigation and credit check are required.
- Completion of an OGE-450 financial disclosure upon entry and annually thereafter.
- Temporary Duty (TDY) or business travel requirement of 25% of the time.
- Appointment subject to a one-year probationary period unless previously met.
- Requirement to lift up to 15 lbs. in the regular performance of duties.

Qualifications
To qualify, you must meet the education or specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work.
GS-07 Level
- Specialized Experience: One year of specialized experience, including making site visits to determine project boundaries for real property; updating and correcting information for realty audits; performing inspections on facilities and buildings; using office data systems; and basic knowledge of maps, floor plans, and various systems of record. This experience is typical of work performed at the GS-05 level.
- Education: One full year of graduate-level education in a relevant field such as Business Administration, or Superior Academic Achievement (e.g., upper third of graduating class, GPA of 3.0 or higher, or membership in an approved national scholastic honor society).
- Combination: A combination of education and experience may be used if the total meets 100% of the requirements.
Time in Grade Requirement: 52 weeks of Federal service at the GS-05 level or equivalent if held within the last 52 weeks.
GS-09 Level
- Specialized Experience: One year of specialized experience assisting senior employees in real property accountability and real estate management; preparing and updating real property inventory; researching and updating building data; utilizing automated systems such as GFEBS/RPLANS to produce reports. This experience is typical of work performed at the GS-07 level.
- Education: Master’s degree or two full years of progressively higher-level graduate education in a relevant field such as Business Administration.
- Combination: A combination of education and experience may be used if the total meets 100% of the requirements.
Time in Grade Requirement: 52 weeks of Federal service at the GS-07 level or equivalent if held within the last 52 weeks.
GS-11 Level
- Specialized Experience: One year of specialized experience in real property accountability and real estate management; preparing and updating real property inventory; researching and updating building data; utilizing automated systems such as GFEBS/RPLANS; assisting with yearly physical inspections and audit samples; assisting with privatization of assets; preparing leases, licenses, and easement requests. This experience is typical of work performed at the GS-09 level.
- Education: Ph.D. or three full years of progressively higher-level graduate education in a relevant field such as Business Administration.
- Combination: A combination of education and experience may be used if the total meets 100% of the requirements.
Time in Grade Requirement: 52 weeks of Federal service at the GS-09 level or equivalent if held within the last 52 weeks.

- This position requires submission of a Public Financial Disclosure Report (OGE 278) or Confidential Financial Disclosure Report (OGE 450) upon entry and annually thereafter.

- Salary includes applicable locality pay or Local Market Supplement.
- Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations.
