About the role
Join the Pima County Real Property Services Department as a Real Property Acquisition Agent II and play a key role in shaping projects that serve the community. This exciting opportunity offers the chance to apply your expertise in public sector real estate, plan review, and contracts while working on the acquisition, sale, and management of property and real property rights on behalf of Pima County and its Special Taxing Districts.
Responsibilities
- Review engineering plans, subdivision plats, development plans, title reports, legal descriptions, and related documents to determine accuracy, impacts, and compliance requirements.
- Analyze and summarize property-related information and provide recommendations regarding proposed real estate actions.
- Prepare legal and acquisition documents in compliance with applicable federal, state, and local laws and regulations, including: Arizona Revised Statutes (ARS), Uniform Relocation Assistance and Real Property Acquisition Policies Act (49 CFR Part 24).
- Negotiate with property owners and occupants regarding the acquisition, exchange, or conveyance of real property rights for County and District projects.
- Cook title and escrow companies on matters related to property acquisition and disposition, including: Review of encumbrances and legal instruments, Processing payments and closing documentation.
- Submit payment claims, requisitions, and related financial documentation; manage receipt and disbursement of acquisition and relocation funds.
- Conduct research, prepare reports, maintain records, and close real estate files in accordance with project requirements.
- Manage real property acquired by the County, including clearance, security, rental, leasing, caretaker arrangements, and recommending fair rental/fees for continuing occupancy.
- Determine property owners’ eligibility for relocation payments, calculate payment amounts, complete required forms, and assist property owners and/or occupants in the relocation process.
- Adequate acquisition and related agreements comply with County planning and development requirements, including mitigating any negative environmental impact.
- Reviews engineering design plans, subdivision plats, development plans, and property descriptions to determine the extent and accuracy of the property needed for a development or project.
- Renegotiates terms of acquisition agreements due to plan changes or unforeseen contingencies.
- Reviews consultant contractor analyses and recommendations and obtains any needed corrections to work performed per consultant contract requirements.
- Advise County agencies on state/federal requirements for property acquisition and relocation processes.
- Submit payment claims, requisitions, and related documents to appropriate County agencies, and direct the disbursement of payments for acquisition and relocation directly with affected parties or through escrow/trust accounts.
- Document all activities by creating and maintaining required files, correspondence, activity logs, reports, and legal documents, both manually and in computer-based systems.
- Provide technical communications services and lead the work of others during project research, planning, and design phases.
Requirements
- Bachelor’s degree from an accredited college or university with a major in business, business or public administration, real estate, planning, urban planning or a related field as determined by the department head at the time of recruitment AND one year of experience conducting the sale or transfer of real property and/or relocation of persons and businesses displaced by government programs or projects. (Experience in the rental, leasing, and management of residential and commercial properties is considered qualifying property management experience.)
- Or one year of experience with Pima County as a Real Property Acquisition Agent I. (Relevant experience and/or education from an accredited college or university may be substituted.)
Qualifications
- Minimum two (2) years of experience in the acquisition, sale, or management of real property or real property rights for a public agency or utility provider.
- Experience in any of the following fields: land and property acquisition, commercial property management, commercial leasing, appraisal, surveying, GIS mapping, title/escrow, or review of plats and development plans.
Skills
- Strong negotiation and communication skills.
- Ability to work independently and as part of a team.
- Proficiency in Microsoft Office Suite.
- Knowledge of real estate laws and regulations.
- Ability to manage multiple projects simultaneously.

$63,544 - $76,252 Annually
