About the role
The NYC Department of Finance (DOF) administers the city’s tax revenue laws fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service. The Customer Operations Division oversees DOF business centers, the City Register’s Office, and the Land Records, Adjudication, and Collections divisions. It processes tax payments, parking violations payments, and other charges collected by DOF, records property transfers, adjudicates parking and camera violations, and manages enforcement activities related to unpaid business and excise taxes, parking fines, and Environmental Control Board summonses.
DOF’s business centers—one in each of the five boroughs—communicate amounts due for tax and parking violation payments, maintain quality control of department records, and deliver exceptional customer service. They issue vehicle releases, enroll customers in payment agreements, and assist with parking ticket hearings.
Customer Operations is seeking a Borough Manager to serve at the Queens Business Center. The Borough Manager is the primary manager for the Business Center staff and oversees day-to-day operations, managing over 20 staff members. Reporting to the Senior Director, the selected candidate will demonstrate enthusiasm and commitment to ensuring effective and efficient operations.
Responsibilities
- Make sound decisions to ensure the effective and efficient processing of tax documents, payments, parking violations, and other charges collected by the Department.
- Direct staff in assisting the public with information across all areas under the Department's purview and maximize resources to perform these tasks.
- Serve as the Chief Customer Service agent of the center, handling and resolving the most challenging issues and systemic problems brought before cashier and customer service staff while articulating divisional goals.
- Work closely with the Managing Administrative Law Judge in the Adjudications Division and manage the daily operational needs of that division at the Borough Business Center.
- Ensure staff provides customer service at the highest standards set by the Department, including training, evaluating performance, addressing time and leave issues, and applying disciplinary protocols when needed.
- Demonstrate knowledge of and support for the City's EEO Policy and Procedures by conducting supervisory meetings at least twice a year and ensuring every employee receives EEO training every two years.
- Develop specific plans of action to improve the performance of employees not meeting standards, working closely with supervisory staff.
- Ensure the accuracy and timeliness of weekly and monthly reports.
- Perform special assignments and collaborate with other divisions within the agency, including implementing new policies to improve workflow and production in the Business Center.
Requirements
- A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation of resources, and scheduling and assignment of work. At least 18 months of this experience must have been in an administrative, managerial, executive, or supervisory capacity, supervising staff performing clerical/administrative work of more than moderate difficulty.
- An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described above, including 18 months in an administrative, managerial, executive, or supervisory capacity.
- A four-year high school diploma or its educational equivalent and six years of satisfactory, full-time progressively responsible experience as described above, including 18 months in an administrative, managerial, executive, or supervisory capacity.
- Education and/or experience equivalent to the above options, provided all candidates possess the required 18 months of administrative, managerial, executive, or supervisory experience.
Education above the high school level may substitute for general clerical/administrative experience (but not for the required 18 months of supervisory experience) at a rate of 30 semester credits for 6 months of experience, up to a maximum of 3½ years.

- This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed between the City and the Collective Bargaining Unit.

Pay
$120,524.00 – $125,009.00
