About the role
Serves as a QUALITY ASSURANCE SPECIALIST (SHIPBUILDING) in the NONNUCLEAR INSPECTION DIVISION, QUALITY ASSURANCE OFFICE of PORTSMOUTH NAVAL SHIPYARD.Current employees
Current permanent employees of UIC 39040 and DOD tenant activities within the Portsmouth Naval Shipyard, Former permanent federal employees, DoD Military Spouse Preference (MSP) eligibles, DoD Military Reserve (MR) and National Guard (NG) Technician Preference eligibles and DoD Retained Grade Preference eligibles, and VEOA eligibles.Responsibilities
- Provide in-depth technical analyses while performing submarine certification operations work, covering all aspects of Level I material installation and Subsafe system controls.
- Work with production management, inspection, and quality control processes.
- Interpret quality assurance directives, instructions, plans, standards, and procedures.
- Verify, certify, and maintain documentation used to assure the safety, operational capabilities, and material condition of submarines.
- Determine the scope of work required for proper certification of inspection and test processes supporting Level I material installation and Subsafe certification.
- Report all discrepancies discovered during the certification process to responsible parties.
- Serve as the Quality Assurance representative at off-yard sites.
Requirements
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.
- New employees to the Department of the Defense (DoD) must successfully pass the E-Verify employment verification check.
- Must meet time-in-grade requirements by the closing date of this announcement.
- May be required to wear personal protective equipment continuously for the duration of the work shift.
- May be required to participate in medical surveillance programs.
- May be required to travel to CONUS and OCONUS locations, including remote or isolated sites.
Qualifications
- FOR GS-11: At least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector, demonstrating experience providing in-depth technical analyses, working with production management, inspection, and quality control processes, interpreting quality assurance directives, and verifying, certifying, and maintaining documentation.
- FOR GS-09: At least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector, demonstrating experience applying working knowledge of submarine piping systems, installation procedures, and test criteria, interpreting applicable documentation, preparing correspondence, and assisting with Level I certification control and Subsafe requirements.
Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:- GS-09: Master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related.
- GS-11: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related.
