About the role
The NYC Department of Finance (DOF) administers the city’s tax revenue laws fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service. The Property Valuation and Tax Mapping division values over one million properties in the city, ensuring assessments and valuations are conducted in a fair and equitable manner. This role supports the Compliance and Quality Assurance Units, which promote quality assurance, consistency, and integrity in property valuation, exemptions, and the administration of the Non-Primary Residence Surcharge. The units also assist with Primary Residence Verification (PRV) exemption requests and provide recommendations to improve operations, training, and business processes.
Responsibilities
- Ensure unit staff has all systems needed to process Primary Residence Verification appeals for the Non-Primary Residence Surcharge and liaise with other DOF units to mitigate issues.
- Communicate and document Non-Primary Residence Surcharge issues with DOF borough walk-in centers and customer service/community affairs units.
- Assist with CRM responses for property owners or representatives contacting the unit via a dedicated channel.
- Process Non-Primary Residence Surcharge primary residence verification appeals, documenting decisions to build institutional knowledge.
- Develop or enhance expertise in LLC and/or Trust ownership.
- Document decisions and reason codes related to Non-Primary Residence Surcharge Tax Commission decisions for both Primary Residence Verification appeals and Market Value appeal determinations.
- Provide general administrative support to business units and assist with special projects outside of the Non-Primary Residence Surcharge.
- Monitor and create reports for random sampling of processing work using the Property Tax System (PTS) and other proprietary databases; review reports to identify procedural and policy issues and integrity checks.
- Complete ad hoc requests for Property Valuation or Property Exemption-related work or processes.
Requirements
- A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
- An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience, including one year of administrative supervisory experience; or
- A four-year high school diploma or its educational equivalent and five years of satisfactory full-time progressively responsible clerical/administrative experience, including one year of administrative supervisory experience.
Education and/or experience equivalent to the above may be considered, but all candidates must possess one year of administrative or supervisory experience. Education above the high school level may substitute for general clerical/administrative experience (but not for the one year of administrative or supervisory experience) at a rate of 30 semester credits for 6 months of experience, up to a maximum of 3½ years.
Preferred Skills
- Above-average written communication skills.
- Intermediate to advanced experience with Microsoft Office Suite Programs.
- Familiarity with Property Valuation and Exemption Processing.
