About the role
We’re seeking a Pursuit Manager to join our team, focusing on the US Federal market and supporting our Department of Defense (DoD) clients, particularly the US Navy, Marine Corps, and US Coast Guard. This role requires a detail-oriented individual with a strong background in proposal writing, positioning on major pursuits, and proposal preparation, including SF 330 A/E submissions. You’ll lead pursuit processes, represent Stantec with strategic partnerships, and thrive in a competitive, deadline-driven environment.
In this role, you will collaborate with Federal Program Leadership and Capture Managers to support the growth of the US Federal Program. You’ll prepare high-impact proposals, SF 330s, and communications that highlight Stantec’s depth of experience, expertise, and creativity. Working closely with technical project managers, capture managers, and account managers, you’ll develop competitive pursuit strategies and compelling messages that set Stantec apart.
You will coordinate strategic client-facing events, materials, win theme development, competitor analysis, SWOT analysis, gap identification, and sales and business development processes. The Pursuit Manager leads the strategy, planning, and execution of high-profile and complex pursuits, driving early and sustained engagement in the pursuit lifecycle—from positioning and opportunity shaping through proposal delivery.
Responsibilities
- Strategic Pursuit Leadership:
- Implement Stantec’s business development and pursuit process for high-profile and complex strategic opportunities.
- Collaborate with Growth Leaders, Sector Leaders, Account Managers, Project Managers, and the Strategic Pursuits team to develop distinctive value propositions and win themes.
- Work with teaming partners and subconsultants to position Stantec’s team for success.
- Pursuit Management & Execution:
- Lead pursuit teams in pre-RFP qualifying activities, such as client, competitor, and market research, and tracking top client capital plans.
- Develop and implement pursuit-specific capture plans, including documenting due diligence, win plans, SWOT analysis, executive summaries, and go/no-go reviews.
- Plan, organize, and direct all elements of proposal development, including analyzing client requests, developing response plans, facilitating strategy reviews, and ensuring on-time delivery.
- Lead and organize interview preparation (in-person or virtual) to deliver winning presentations.
- Create and modify materials to effectively communicate services, capabilities, and market-specific messages.
- Client Positioning:
- Develop action plans for client pursuits, including due diligence, decision-maker profiles, competitor analysis, win plans, and strategic teaming.
- Leverage Stantec’s network to identify unique capabilities and resources, collaborating with pursuit teams to develop innovative solutions.
- Support account managers and sector leaders in developing client engagement strategies and messaging.
- Brand, Marketing & Business Development Integration:
- Ensure pursuit strategies and materials align with corporate brand standards, messaging, and positioning.
- Partner with marketing, communications, and public relations teams to support thought leadership, award submissions, and high-visibility initiatives.
- Leverage firmwide networks to identify expertise, innovations, and differentiators that strengthen pursuit narratives.
- Apply creativity in using graphics (e.g., photos, graphs, charts) to improve communication and provide direction to the graphic design team.
- Quality and Continuous Improvement:
- Ensure all pursuit documents comply with corporate branding guidelines and client confidentiality requirements.
- Track and evaluate pursuit performance, including win/loss outcomes, trends, and lessons learned.
- Lead or support post-pursuit debriefs and apply insights to improve future strategies.
- Monitor pursuit spending and report variances.
- Share promotional materials, knowledge, and best practices with the Pursuits and Marketing teams.
Requirements
- In-depth knowledge of US Government acquisition methods and proposals, including FAR Part 15, Type C, DB MILCON, SF330, and other federal proposals.
- Minimum of 8-10 years of SF330 experience.
- Proven experience developing responses to RFQs and RFPs.
- Exceptional prioritization and organizational skills, with the ability to balance conflicting priorities.
- Strong ability to develop win themes and integrate them throughout proposals.
- Excellent interviewing, written, and verbal communication skills.
- Strong presentation skills in small or large group environments, with proficiency in PowerPoint and other presentation tools.
- Proficiency with Microsoft Office applications (Outlook, Word, Excel, Teams, Co-Pilot) and Adobe tools (InDesign, Acrobat).
- Bachelor’s degree in business, marketing, or a related field.
- Minimum 10 years of progressively responsible experience in a senior proposal or business development role in the Architecture/Engineering/Consulting industry.
Pay
- Locations in CO, HI, IL, MD & Various CA, NJ, VA Areas: $122,500.00 - $183,800.00 Annually
- Locations in WA, DC & Various CA, MA, VA Areas: $131,500.00 - $197,200.00 Annually
In compliance with pay transparency laws, pay ranges are provided for positions in locations where required. Final compensation is based on individual education, qualifications, experience, and work location. Certain roles are bonus-eligible. Part-time compensation is pro-rated based on agreed working hours.
