About the Role

Oversees, plans, directs, and coordinates the activities of a purchasing branch consisting of several purchasing and/or support units engaged in the development of specifications and purchase of supplies, equipment, and services. Directs procurement operations throughout the State ensuring procurement activities are efficiently provided and coordinates activities between work units and external organizations. Advises district and division personnel on purchasing procedures and quality of commodities, supplies, and/or services. Work requires contact with other governmental agencies and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Responsibilities

  • Coordinates work with other sections, divisions, districts, the Comptroller of Public Accounts (CPA), and other agencies.
  • May monitor the development and/or maintenance of automated systems.
  • Monitors branch and section productivity and makes necessary workload adjustments to facilitate the prompt handling of purchase requests.
  • Assists with planning, organizing, and conducting portions of the annual statewide Procurement Division Conference.
  • Represents the Department at various meetings.
  • Responds to inquiries regarding purchasing procedures or purchasing specifications from other agencies.
  • Serves as a liaison and division contact in area of expertise and represents division at state and local level.
  • Serves as point of contact and/or liaison for programs or special projects with other departmental staff, governmental entities, and/or the public.
  • Supervises the development of specifications and statements of work (SOWs) and reviews all new specifications and SOWs before approval.
  • Performs other job responsibilities as assigned.

Requirements

  • Bachelor's Degree in a related discipline. Relevant work experience may be substituted for degree on a year-per-year basis.
  • Five years of experience in purchasing, which includes three years of public purchasing. (Experience can be satisfied by full-time or prorated part-time equivalent).
  • Three years of supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.
  • Valid driver’s license. This position requires driving a state vehicle.
  • Certified Texas Contract Manager (CTCM) and Certified Texas Contract Developer (CTCD).

  • Applicable computer operating systems and relevant applications.

  • Ability to communicate effectively for maintaining successful working relationships with individuals and groups, both internal and external.
  • Ability to coordinate labor, materials, and equipment.
  • Ability to manage financial and personnel resources to achieve individual and organizational goals.
  • Ability to prioritize and organize work assignments.
  • Extensive knowledge of state rules and procedures associated with expediting, ordering, purchasing and warehousing, laws, policies, and procedures.

Physical Requirements and Working Conditions

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools.
  • Repetitive motion: Substantial movements of the wrists, hands, and/or fingers.
  • Close visual acuity: Work includes data/figures; view a computer screen; extensive reading.
