About the role

The Vermont Department of Health seeks a Public Health Program Manager to lead and oversee programs supporting substance use recovery residences funded through the Rural Health Transformation Grant Program. This role focuses on program development, compliance, and grant management to ensure high-quality recovery housing and supportive services. The Program Manager will collaborate with community partners, service providers, and government agencies to strengthen recovery systems and improve health outcomes.

Responsibilities

  • Develop and implement substance use recovery programs and services
  • Ensure compliance with federal, state, and local regulations
  • Manage grant funds effectively to support recovery housing and services
  • Collaborate with community partners and service providers to enhance recovery systems
  • Conduct regular assessments and evaluations of recovery programs
  • Provide technical assistance and training to staff and stakeholders
  • Represent the department at meetings and conferences

Requirements

  • Master’s degree in public health, public administration, business administration, environmental science, emergency response, human services, social sciences related fields or health-related fields AND one (1) year or more of experience in public health or human services related programmatic work including experience leading a team or project.
  • OR Bachelor’s degree in public health, public administration, business administration, environmental science, emergency response, human services, social sciences related fields or health-related fields AND two (2) years or more of experience in public health or human services related programmatic work including experience leading a team or project.
  • OR Two (2) years or more of experience as a Public Health Specialist II.
  • OR One (1) year or more of experience as Public Health Specialist III.
