Public Health Program Manager I

About the role
The Health Department seeks to fill a new full-time Public Health Program Manager I (PMI) in its Policy, Evaluation and Planning (PEP) Unit. The PMI will oversee and supervise staff that lead development and implementation of several Health Equity and Access to Care projects. The PMI will manage the staffing, coaching, and health education and outreach efforts of a team of staff who will be responsible for day-to-day operations for numerous projects. Various projects will require fiscal oversight, including tracking of expenditures and development of revenue potential through Medi-Cal billing and technical assistance under the State’s CalAIM Initiative. The PMI will oversee contracts for projects and will participate in or lead collaboratives or initiatives that could advance health equity, serving as an important County lead on health equity projects. This work will support MCHD’s efforts to address structural, social, and environmental (i.e., root cause) factors that impact health outcomes and inequities.
The Eligible List established by this recruitment process may be used to fill current and future vacancies on a regular full-time, part-time, or temporary basis County-wide.
Responsibilities
- Plans, organizes, and coordinates the provision of health services programs; establishes program goals; prepares program plans and updates; recruits program service providers; reviews and approves applications from prospective providers of program services.
- Makes presentations to other service agencies and the public in order to increase awareness of program services; acts as departmental liaison to representatives of other agencies during audits and inspections, ensuring access to needed information and answering questions about audit exceptions or other matters.
- Prepares and monitors program budget; analyzes program data to identify funding and other trends; approves payments to providers; prepares and submits claims to other agencies for reimbursement for services provided.
- Assists service providers with administrative and technical matters, by performing such tasks as: helping to resolve billing problems, monitoring the quality of care provided, and ensuring that providers understand program guidelines and provide service in accordance with those guidelines.
- Selects and trains employees; assigns and reviews work; establishes standards and evaluates performance; takes and approves disciplinary actions.
- Prepares and supervises the preparation of policies, procedures, administrative manuals, guidelines and standards.
- Analyzes and interprets new and proposed legislation to determine impact on program, procedures, and providers; makes recommendation on and implements operational or programmatic changes.
Requirements
The successful candidate will have a proven track record demonstrating the following knowledge, skills, and abilities:
- Thorough Knowledge: Principles and practices of public health administration.
- Working Knowledge:
- Laws pertaining to the practice of public health in the State of California.
- Principles of supervision and training.
- Principles and procedures for planning, organizing, and directing public health programs.
- Program management, including funding sources, grant proposal writing, program evaluation, fiscal management and budget.
- Skill and Ability to:
- Plan, organize, direct, schedule, set performance standards and evaluate the work of staff.
- Devise and adapt work procedures to meet changing needs.
- Understand, interpret, explain and apply laws, regulations, policies and written and oral directions.
- Analyze and prepare grant proposals, contracts and budgets.
- Assume a leadership role in community health programs.
- Prepare and present clear and concise reports, instructions and correspondence.
- Design and deliver in-service training programs.
- Develop and evaluate programs, policies and procedures and implement as approved.
- Learn to input, access and analyze data using a computer terminal.
- Provide excellent and courteous customer service and establish and maintain effective working relationships.
- Communicate effectively in writing in order to prepare a variety of reports, correspondence and memoranda.
- Desirable Qualifications: Ability to speak, read and write English and Spanish.
Qualifications
Any combination of training, education and/or experience which provides the knowledge, skills and abilities and required conditions of employment is qualifying. An example of a way these requirements might be acquired is:
- Education: Bachelor’s degree with a major in health education and nutrition, public health, social work, public administration, or related field applicable to the program area.
- Experience: Two years of administrative or managerial experience in a health, social or community services organization, including significant responsibility for one or more of the following: program and budget development, funding utilization, coordination of community resources or program evaluation.
Conditions of Employment
- Possess and maintain a valid California Class C Driver's license or the ability to provide alternative transportation that is approved by the appointing authority.
- Be available to work a flexible schedule including evenings and some weekends or holidays during times of disaster or emergency.
- Complete and successfully pass the Health Department background investigation process including a Department of Justice fingerprinting check.
