The New York City Taxi and Limousine Commission (TLC) is the City agency responsible for regulating for-hire transportation in New York City, including taxis, street hail liveries, high-volume for-hire services such as Uber and Lyft, black cars, luxury limousines, livery vehicles, commuter vans, and paratransit vehicles. TLC oversees a transportation ecosystem that serves nearly 1 million riders daily—equivalent to the entire Boston transit system. With approximately 180,000 licensed drivers, 1,000 businesses, and 115,000 vehicles, including the iconic yellow taxi, TLC is entering a new era focused on dignity, accountability, and collaboration across the for-hire vehicle sector.

The Prosecution Division is responsible for prosecuting all summonses issued by the TLC, including over 100,000 summonses annually through its Court Unit, and handling complaints filed by consumers and licensees through its Consumer Complaint Unit. The division supports TLC’s mission to promote safety and consumer protection within the industries it regulates.

About the role

Under the supervision of the Supervising Case Managers and the Senior Supervising Attorney, the selected candidate will support the effective administration of prosecution-related functions, including:

  • Interacting with various licensees
  • Reviewing, evaluating, and processing requests to settle summonses issued to TLC licensees
  • Determining eligibility for settlement in accordance with established agency policies and legal guidelines
  • Extending settlement offers to licensees based on applicable criteria and agency regulations
  • Creating, preparing, and processing settlement agreements and related documentation
  • Managing the Settlement Unit email inbox by responding to inquiries from licensees, attorneys, and authorized representatives regarding settlement requests and summonses
  • Responding to settlement-related correspondence within established service standards and ensuring timely follow-up
  • Providing clear explanations of settlement offers, payment requirements, and settlement procedures
  • Requesting additional clarification when submissions are incomplete
  • Maintaining accurate records of all settlements issued
  • Managing a high-volume workload while meeting established deadlines
  • Providing strong customer service with professionalism and discretion
  • Performing other related duties and special assignments as required

Requirements

  • High school graduation or equivalent
  • Three years of experience in community work or community-centered activities related to the duties described
  • Education and/or experience equivalent to the above may be considered

  • Strong interpersonal skills and ability to relate well with others
  • Flexibility in responding to supervisory requests for priority tasks
  • Excellent communication skills and customer service experience
  • Attention to detail and a customer-focused approach
  • Ability to adapt to a fluid work environment and changing priorities

Pay

$44,545.00 – $51,227.00 per year

Schedule

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
