Proposal Manager
Remote position requiring an active Secret clearance or the ability to obtain and maintain one. U.S. citizenship or permanent residency is required.
About the role
D&G is seeking a Proposal Manager to lead proposal development efforts across the company’s federal business portfolio. Reporting to the Chief Growth Officer, this role manages the full proposal lifecycle, ensuring submissions are compliant, compelling, and aligned with customer requirements and capture strategies. The Proposal Manager maintains proposal libraries, resume databases, past performance repositories, templates, and other assets to support long-term growth.
Responsibilities
- Lead proposal efforts from solicitation release through final submission.
- Develop proposal schedules, compliance matrices, outlines, assignments, review plans, production schedules, and submission checklists.
- Coordinate proposal activities across Business Development, Capture, Operations, Finance, Contracts, Recruiting, and Executive Leadership.
- Manage proposal kickoff meetings, daily status meetings, color team reviews, and final production activities.
- Ensure proposal submissions are compliant, complete, compelling, and delivered on time.
- Facilitate Pink, Red, Gold, and Executive Review processes.
- Draft, edit, and refine proposal content, including executive summaries, management approaches, staffing plans, transition plans, resumes, and past performance narratives.
- Support development of win themes, discriminators, graphics, executive messaging, and proposal strategies.
- Review proposal content for clarity, consistency, compliance, quality, and responsiveness.
- Assist with oral presentations, demonstrations, and customer-facing proposal activities as required.
- Maintain D&G’s proposal management processes, templates, standard operating procedures, and best practices.
- Maintain the corporate proposal library, content repository, and reusable proposal assets.
- Manage the company’s resume database and coordinate resume updates with project teams and recruiting.
- Maintain and enhance the corporate past performance repository.
- Develop and maintain proposal schedules, compliance tools, checklists, and job aids.
- Identify opportunities to improve proposal quality, efficiency, responsiveness, and win probability.
- Support Capture Managers during opportunity qualification, pursuit planning, and proposal strategy development.
- Assist with bid/no-bid reviews, opportunity assessments, and gate reviews.
- Conduct research and competitive analysis to support strategic pursuits.
- Support development of customer profiles, competitor profiles, market intelligence, capability statements, and teaming packages.
- Evaluate and implement tools that improve proposal efficiency, collaboration, and quality.
- Support adoption of artificial intelligence and automation tools for proposal development.
- Identify proposal best practices and lessons learned from completed pursuits.
- Recommend process improvements that strengthen proposal effectiveness and corporate proposal maturity.
- Provide proposal status reporting and business development metrics to leadership.
- Support strategic growth initiatives and special projects as assigned.
Requirements
- Bachelor’s degree in English, Communications, Business, Public Administration, Marketing, or a related field, or equivalent experience.
- 3 or more years of federal proposal management experience.
- Demonstrated experience managing complex federal proposals from solicitation through submission.
- Strong understanding of federal acquisition processes, FAR-based procurements, and proposal compliance requirements.
- Exceptional writing, editing, communication, organizational, and project management skills.
- Experience facilitating color team reviews and managing proposal schedules.
- Experience developing compliance matrices, proposal outlines, templates, review packages, and production schedules.
- Proficiency with Microsoft Office Suite, SharePoint, Adobe Acrobat, and collaboration tools.
- Ability to manage multiple concurrent proposal efforts while meeting aggressive deadlines.
Preferred Qualifications
- Experience supporting the Department of Defense (DoD), Department of Homeland Security (DHS), U.S. Coast Guard (USCG), Defense Logistics Agency (DLA), or U.S. Transportation Command (USTRANSCOM).
- Experience supporting opportunities valued between $10 million and $50 million or greater.
- Familiarity with Shipley-based proposal methodologies.
- Experience developing proposal graphics and executive-level presentations.
- Experience implementing AI-enabled proposal development tools and content management systems.
- Experience supporting an 8(a), SDVOSB, or other small business federal contractor.
