Proposal Manager

About the role
We are seeking an experienced Proposal Manager to be on-site at one of our corporate offices, preferably in Oak Ridge, TN; Tempe, AZ; or Albuquerque, NM. Remote work will be considered for highly qualified candidates with a proven track record of leading winning federal proposals, ideally in the nuclear, environmental, construction, or industrial markets. You will lead proposals across our network of companies and manage the full life cycle of proposal development, partnering with capture managers and technical SMEs to write compelling and compliant proposal content.
Responsibilities
- Lead or support sales, business development, and marketing activities such as strategic proposals, task order proposals, qualification statements, and presentations.
- Manage proposal planning, strategy, compliance, communication, and collaboration with the proposal team.
- Ensure proposals are compliant and compelling by working with writers and graphic designers.
- Proactively identify and resolve issues and gaps, keeping senior leaders informed and collaborating across the family of companies.
- Oversee quality assurance and reviews, and manage proposal submission.
Requirements
- Bachelor's degree in a related field.
- Minimum of 10 years of experience working with Proposal Centers, federal government procurement processes, and managing large, complex proposals for federal or state agencies.
- Solid understanding of federal RFP structures and compliance requirements.
- Experience using proposal management and collaboration tools.
- Intermediate to advanced knowledge of Microsoft Office Suite, SharePoint, and Adobe Acrobat Professional.
- Willingness and ability to travel.
Skills
- Strong understanding of federal government contracting and procurement lifecycle.
- Ability to manage the proposal process and write compelling narrative.
- Basic understanding of cost and pricing methodologies.
- Critical thinking skills to interpret and communicate technical requirements.
- Excellent verbal and written communication, including grammar, punctuation, and spelling.
- Ability to manage multiple assignments with competing deadlines under pressure.
- Ownership mentality and accountability for compliance.
- Adaptability to changing priorities and a fast-paced, deadline-driven environment.
- Comfortable working independently or as part of a team.
Qualifications
- Experience supporting companies with similar projects and scope of work (e.g., construction, environmental).
- Certification or training in Shipley process, APMP, or other relevant organizations is highly desired.
