About the Role

The Property Manager is responsible for managing all aspects of a residential community, including oversight of marketing, leasing, legal, financial, and administrative functions. The community may include a mix of market rate/workforce units, Low Income Public Housing (LIPH), Low Income Housing Tax Credit (LIHTC) units, and/or Project Based Rental Assistance (PBRA). This position ensures compliance with all company policies and relevant laws and regulations while supporting KCDC’s mission and strategic goals.

Supervisory Responsibilities

The Property Manager supervises staff including:

  • Assistant Property Manager
  • Maintenance Supervisor
  • Leasing and Occupancy Specialist
  • Activity Specialist
  • Supportive Services Coordinator

Responsibilities

  • Supervises staff, including assigning work, managing attendance, evaluating performance, training, and ensuring compliance with laws, regulations, and policies.
  • Monitors property appearance daily, ensuring curb appeal and a REAC score of at least 85.
  • Conducts property inspections to ensure safety, cleanliness, and compliance with standards.
  • Manages accounts receivable after the 10th of the month and reviews reports to meet revenue and occupancy goals.
  • Reviews vacant unit reports weekly and verifies them through property walks.
  • Reviews work orders and unit turnaround reports weekly, collaborating with the Maintenance Supervisor to address deficiencies.
  • Reviews resident police reports and assigns evictions or no-trespass actions as needed.
  • Oversees leasing activities, ensuring compliance with HUD regulations and KCDC policies.
  • Conducts lease signing meetings and 30-day move-in visits.
  • Manages move-out inspections and approves move-out charges.
  • Oversees waiting list management and ensures compliance with regulations.
  • Provides excellent customer service to internal and external customers.
  • Uses property management software (Yardi) and ensures accurate, timely data entry.
  • Coordinates with the Maintenance Supervisor to ensure timely completion of work orders.
  • Conducts digital and print marketing activities to attract diverse residents.
  • Audits re-exams quarterly and addresses resident concerns in compliance with Fair Housing requirements.
  • Manages property spending, requisitions goods/services, and monitors contractor work.
  • Drafts annual budgets, sets financial and physical goals, and prepares reports for senior management.
  • Attends Resident Association meetings and plans resident events to improve satisfaction and retention.
  • Develops relationships with community agencies, law enforcement, and government entities.
  • Available for off-duty calls via KCDC-provided cell phone and works a modified schedule, including Saturdays.

Requirements

Knowledge, Skills, and Abilities

  • Knowledge of supervisory principles and residential property management practices.
  • Familiarity with housing programs such as LIPH, PBRA, LIHTC, and market-rate units.
  • Understanding of federal and state laws, regulations, and REAC standards related to property management.
  • Knowledge of building maintenance, safety precautions (OSHA/TOSHA), and HUD inspection requirements.
  • Ability to read and interpret contracts, laws, and regulations.
  • Proficiency in MS Office Suite (Outlook, Excel, Word, PowerPoint), property management software, and HR systems.
  • Strong customer service, communication, and report-writing skills.
  • Ability to train employees on policies, procedures, and compliance.
  • Ability to establish and maintain effective working relationships with staff, residents, agencies, and the public.
  • Spanish language proficiency is desired.

Qualifications

  • Bachelor’s degree in business administration, public administration, social science, or related field.
  • Minimum of four (4) years of experience in residential property management.
  • Must obtain Professional of Occupancy Certification (CPO), Occupancy Specialist (COS) Certification, or Blended Occupancy Specialist Certification within one year of hire.
  • Tennessee driver’s license and ability to be insured under KCDC’s policy.
  • Preference given to applicants proficient in Yardi Voyager or holding relevant certifications.
