Responsibilities
- Serve as the primary point of contact between the Contractor and Government representatives for all contract-related matters.
- Provide overall management, coordination, scheduling, and oversight of contractor personnel supporting OASA IE&E and ODASAs.
- Ensure contract performance meets all Performance Work Statement (PWS) requirements, quality standards, and delivery timelines.
- Maintain project schedules, milestones, deliverables, staffing levels, and resource allocation to ensure successful contract execution.
- Coordinate daily operational activities across multiple functional support areas, including operations support, security administration, communications, knowledge management, and web development.
- Prepare and deliver status reports, performance metrics, meeting summaries, and other management documentation as required.
- Facilitate communication and collaboration between Government stakeholders and contractor personnel.
- Identify project risks, operational issues, and performance concerns, and implement corrective actions as needed.
- Coordinate travel using the Defense Travel System (DTS) across the organization.
- Track and maintain records of travel obligations and expenses for reporting purposes.
- Develop, implement, and maintain administrative Standard Operating Procedures (SOPs), internal controls, and records management protocols for organizational documentation.
- Develop, draft, and prepare decision-ready/read-ahead materials including executive summaries (EXSUMs), briefing books, talking points, memorandums, and secure meeting packets.
- Track and manage internal taskers, correspondence, and reporting requirements using SharePoint, Correspondence and Task Management System (CATMS), or Task Management Tool (TMT) platforms.
- Serve as the primary administrative official supporting planning, coordination, and execution of internal and external engagements.
- Coordinate with IE&E staff and external stakeholders on IT systems, Audio Visual/Video Teleconferencing (AV/VTC) technology, and scheduling platforms.
- Support organizational assessments, process reviews, and special projects on behalf of the leadership.
- Provide additional administrative support as required during surge or continuity operations.
Qualifications
- Necessary Skills and Knowledge:
- Knowledge of federal government contracting environments and program/project management principles.
- Familiarity with Department of Defense and Department of the Army organizational structures, policies, and administrative processes.
- Strong leadership, organizational, and team coordination skills.
- Ability to manage multiple priorities and deadlines in a fast-paced operational environment.
- Excellent verbal and written communication skills, including briefing senior leadership.
- Proficiency with Microsoft Office Suite, collaboration tools, and project tracking systems.
- Ability to analyze operational requirements and implement effective solutions.
- Knowledge of risk management, quality assurance, and performance management practices.
- Strong interpersonal skills with the ability to work effectively with diverse stakeholders.
- Ability to maintain professionalism and discretion while handling sensitive or classified information.
- Proficiency using Microsoft Office Suite, SharePoint, Microsoft Teams, and workflow platforms (e.g., Task Management Tool (TMT) and Correspondence and Task Management System (CATMS)).
- Strong writing, editing, and executive communication skills.
- Strong organizational skills and experience supporting Political Appointees, Senior Executive Service (SES) or Flag/General Officers.
- Knowledge of Army Secretariat administrative procedures and executive support protocols.
- Ability to proactively manage taskings, logistics, and operational challenges.
- Minimum Qualifications:
- Bachelor’s degree and a minimum of 5 years of relevant experience supporting senior Government Officials.
- Experience preparing travel documents and managing authorizations in the Defense Travel System (DTS).
- Shall possess 3-5 years of experience in a first-line supervisory role along with demonstrated experience in program and contract management, including oversight of task execution, integration across functional areas, performance tracking, and direct coordination with Government stakeholders.
- Shall comply with requirements for a National Agency check with Inquiries (NACI) (Tier 1) background investigation.
- Active SECRET security clearance.
- Preferred Qualifications:
- Possess a Secret clearance or Top-Secret security clearance.
- Project Management Professional (PMP) certification or equivalent project management certification.
