About the role

The Program Manager serves as the operational leader of the Owner’s Rep Project Management team and is responsible for the strategic oversight, governance, and successful delivery of all contracted projects. This role provides leadership to Project Managers and Senior Project Managers, ensures adoption of company-wide processes and standards, and partners closely with the COO to support organizational growth, operational excellence, and program-level stability.

Essential Responsibilities

  • Lead the PMO and ensure consistency in project delivery across all PMs and Sr. PMs.
  • Develop and execute overall program strategy aligned with client objectives and REMS’ operational standards.
  • Establish, maintain, and continually refine program goals, success criteria, and performance methodologies.
  • Serve as Acting COO when delegated, ensuring continuity of leadership in operations and program oversight.
  • Oversee all program-related projects to ensure delivery within scope, schedule, and budget.
  • Monitor program performance against master schedules, milestones, and critical path indicators.
  • Guide clients and project teams through the full lifecycle—including site selection, design, construction, and turnover.
  • Conduct program-wide value engineering reviews and propose alternative solutions.
  • PM Team Leadership & Development
    • Provide coaching, mentorship, and performance feedback to Project Managers and Senior PMs.
    • Lead weekly PMO meetings to discuss risks, capacity, training needs, and best practices.
    • Develop professional growth pathways and succession plans for PM staff.
    • Serve onboarding and training for new PM hires.
  • Technology & ACC Governance
    • Serve as the program lead for Autodesk ACC adoption, ensuring compliance with templates, naming conventions, folder structures, and documentation standards.
    • Partner with the Project Operations Coordinator to conduct ACC audits and correct deficiencies.
    • Identify opportunities to improve workflow efficiency through technology integrations.
  • SOP, QA/QC, and Compliance
    • Ensure PM adherence to REMS SOPs and delivery standards.
    • Work with the Project Operations Coordinator to conduct scheduled QA/QC reviews across all projects.
    • Lead improvements to SOPs and PMO processes based on audit findings and lessons learned.
  • Client & Stakeholder Leadership
    • Serve as the primary strategic point of contact for key client executive leadership.
    • Support the COO and Business Development Director with pricing, proposals, and opportunity development.
    • Maintain strong relationships with executives, internal partners, and external vendors.
  • Financial and Resource Management
    • Monitor project financial performance and ensure PMs complete accurate forecasts and budget reviews.
    • Support the COO in capacity planning, resource balancing, and staffing decisions.
    • Cook with PMs to ensure accurate time reporting, invoicing readiness, and financial integrity.
  • Documentation & Reporting
    • Ensure program and project documentation is maintained accurately in Autodesk ACC and Microsoft tools.
    • Review and enforce QA/QC and documentation deadlines.
    • Provide regular reports to COO on program health, risks, capacity, and performance metrics.
  • Other Duties
    • Independently travel to project sites as needed.
    • Require compliance with the company's Safety and Quality Control programs.
    • Perform additional leadership or operational tasks as assigned.

Preferred Qualifications And Experience

  • A Four (4)-year degree in an accredited construction-related curriculum or equivalent work experience.
  • Eight to ten (8-10) years of progressive responsibility in project/program management within commercial real estate, construction, or architecture.
  • Demonstrated experience leading PM teams or a PMO.
  • Strong understanding of project lifecycle management, risk mitigation, and program scheduling.
  • Experience implementing project management systems (Autodesk ACC strongly preferred).
  • Ability to coach, train, and develop PMs at varying experience levels.
  • Strong financial acumen with experience in forecasting, budgeting, and program-level financial reviews.
  • Excellent communication, negotiation, and presentation skills.
  • Proven ability to manage multiple projects and priorities across distributed teams.
  • Strong proficiency in MS Office, MS Project, BlueBeam, and project scheduling logic.
  • Ability to travel for project oversight.

The employee frequently is required to reach with hands and arms. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, depth and peripheral vision, and the ability to adjust focus. The noise level in the work environment, particularly when in the field, can vary significantly and at times be very loud.
