Project Manager / Business Analyst
About the role
The State Of Connecticut Judicial Branch is seeking a skilled and experienced Project Manager or Business Analyst (Information Technology Analyst III) for the Jury Administration Unit. Preference will be given to candidates with experience and knowledge in Microsoft Azure DevOps, SQL Server Management Studio 2016 or higher, and experience with Agile Development Frameworks.
Responsibilities
- Assists the Project Manager or higher level employee in organizing and executing complex technology subprojects and projects;
- Coordinates, monitors & controls and closes projects;
- Schedules and facilitates meetings for planning, coordinating and tracking the design, development, programming and implementation of information systems subprojects and projects;
- Tracks project progress and escalates risks to management for mitigation;
- Produces project status reports for management use.
Requirements
- Served as a task coordinator responsible for planning, coordinating and tracking the design, development, programming and implementation of information system project components.
- Manages complex system and project requirements;
- Identifies changes to scope and tracks requirements through implementation;
- Defines key business processes and identifies critical paths of the operations;
- Identifies the impact of technology on business processes;
- Works with the project team to propose, document and assess technical solutions to business needs, and verifies and validates complex system specifications;
- Provides gap analyses;
- Translates business needs into systems specifications;
- Provides elicitation and facilitation services.
Qualifications
- Eight (8) years of experience in information technology (IT), programming, systems/software development or another IT related field with a concentration in the specific area(s) of the position being applied for.
- Substitutions allowed: College training in management information systems, computer science, electrical engineering or related area may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling six (6) months of experience to a maximum of four (4) years for a Bachelors degree.
- A Masters degree in management information systems, computer science, electrical engineering or related area may be substituted for one (1) additional year of the General Experience.
- Relevant certification in management information systems, computer science, electrical engineering, project management or related area may be substituted for up to six (6) months of the general experience.

Pay
$111,858 - $148,027/year plus State of Connecticut benefits. New employees begin at the minimum. The starting salary for existing state employees may be higher than the minimum, in accordance with existing Judicial Branch policy.
Schedule
Hybrid remote work may be available upon satisfactory completion of the initial probationary period.
