for education/experience requirements (specialized experience GS-5/6/7 etc). Could be long; we need to preserve all substantive info. We'll include the detailed qualification text as paragraphs or lists. We must not repeat job title. No ID. We must remove boilerplate: cookie/navigation/legal/EEO etc. The text includes many boilerplate like "Additional information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration." That's actually a requirement (citizenship, selective service). That's part of Requirements? It's a condition. We'll include under Requirements. Also "This position requires a 1 year probationary period..." etc. That's also requirement. We need to preserve all substantive info; not invent. We'll produce HTML:

Candidates should be committed to improving the efficiency of the Federal government, passionate about the ideals of our American republic, and committed to upholding the rule of law and the United States Constitution.
But some of that may be considered boilerplate? The instruction says remove cookie/navigation/legal/EEO/equal-opportunity/scam-warning boilerplate, duplicated lines, and application instructions. The RA request text is not exactly boilerplate; it's specific to the process. Might be considered part of application instructions? It's about requesting accommodation for assessments. Could be considered application instruction. The instruction says remove application instructions. So we should omit the RA request details. Also the "Candidates should be committed..." is more like a statement of desired traits; could be kept under Requirements or Qualifications? It's not a requirement but a desired attribute. Might be considered fluff; but it's substantive? It's not a requirement; maybe we can keep under Requirements as "Desired attributes". However instruction: "Prefer a few substantive sections over many thin ones." We could combine some. We also need Pay section: we have salary includes locality pay. That's specific. So we can make a Pay section. We also need Benefits? Not specific; we should not create Benefits section. Schedule: none. Skills: none explicit; we could infer from duties but better not to invent. Thus sections: Responsibilities, Requirements, Qualifications, Pay. Now Qualifications: include Who May Apply list, education/experience requirements (GS-5, GS-6, GS-7). Also mention Time in Grade Requirement, Education foreign education, transcripts, etc. Also "Additional information about transcripts is" incomplete; but we can keep that sentence? It says "Additional information about transcripts is" then cut off. That's incomplete; maybe it's boilerplate. We'll omit incomplete. We need to preserve all substantive info; we must not invent or summarize away detail. So we need to include the detailed qualification text exactly as given, but we can format asor
- . Must not omit any substantive detail. Let's extract the qualifications section:
