About the organisation

The European Commission’s Service for Foreign Policy Instruments (FPI) delivers EU foreign policy swiftly and flexibly through a policy-driven approach. FPI handles regulatory and financial aspects of EU foreign policy, acting as a first responder to foreign-policy needs and opportunities, with a focus on conflict prevention, peace, and leveraging the EU’s global influence. The Service translates the European Commission’s political priorities into external action in line with the EU’s Global Strategy for Foreign and Security Policy, reporting directly to the High Representative/Vice President.

FPI operates in close cooperation with other Commission services and the European External Action Service (EEAS), both at headquarters and in EU Delegations. The Regional Team for the Middle East and North Africa (MENA) is based in EU Delegations to Jordan and Lebanon, working with 16 EU Delegations/Offices in the region, external actors, and Brussels-based services to implement activities under the Neighbourhood, Development and International Cooperation Instrument (NDICI-Global Europe), including its rapid response mechanism and thematic stability & peace programme.

The Regional Team, established in 2017, consists of 15 staff across EU Delegations in Jordan, Lebanon, Tunisia, and Saudi Arabia, fostering a culture of teamwork, initiative, and responsibility.

About the role

This position involves planning and managing FPI actions in the MENA region as a Programme Officer - Regional Rapid Response Planner. The role requires an experienced, dynamic, and well-organised individual with strong planning, project management, and teamwork skills. The successful candidate will work independently, adapt to multiple tasks under tight deadlines, and demonstrate a proactive, flexible approach with a strong sense of responsibility.

Responsibilities

  • Plan and manage FPI actions in the MENA region, focusing on rapid response and crisis contexts.
  • Conceptualise, elaborate, and implement activities funded through NDICI-Global Europe, particularly under its rapid response mechanism and stability & peace programme.
  • Coordinate with EU Delegations, external actors, and Brussels-based services to ensure effective delivery of programmes.
  • Handle tasks of a sensitive political nature in a multicultural environment.
  • Travel frequently within the MENA region as required.

Requirements

  • At least 3 years of experience in project management, preferably in international crisis response contexts.
  • Excellent knowledge of English; good knowledge of French is an advantage.
  • Knowledge of the Middle East and North Africa region and relevant field experience in the region is an asset.
  • Familiarity with EU financial and contractual procedures.
  • Ability to work in a team and in a multicultural environment.
  • Strong writing, communication, and interpersonal skills, along with sound judgement.
  • Proactive, flexible, and able to organise work independently under tight deadlines.

Qualifications

  • Knowledge of EU policy and programmes related to conflict prevention, crisis response, and peacebuilding is an advantage.
  • Only candidates currently serving as Contract Agents FG IV in EU institutions, those on a valid FG IV EPSO CAST reserve list, or those registered as FG IV in the EPSO online database will be considered.

Security and training

  • If not already acquired, the selected candidate must obtain security clearance upon taking up the function.
  • Before starting duties, the selected candidate must complete the BASE and SAFE security trainings.
  • The selected candidate must also complete the Hostile Environment Awareness Training (HEAT) after taking up duty.
