About the role

The New Mexico Department of Health, Public Health Division, is responsible for statewide coordination and implementation of programming and clinical services aimed at improving the health and wellbeing of all individuals residing in New Mexico. Within the Division, the Center for Access and Linkage to Healthcare operates a statewide network of public health offices to offer clinical and non-clinical interventions for chronic disease prevention, infectious disease prevention, injury prevention, substance use disorder treatment, and other public health services.

This position will provide operational and clinical leadership for all clinical services and programs offered in public health offices. The Medical Director will ensure operational excellence through the development and maintenance of clinical protocols, standing orders, laboratory certifications, evaluation of clinical workflows, and other duties to ensure public health services are provided with a high standard of care.

Responsibilities

• Serve as Medical Director for the Center for Access and Linkage to Healthcare (CALH) and provide operational and clinical leadership for all services within public health offices.
• Ensure high-quality and consistent care is provided across all public health regions.
• Provide supervision of pharmacy operations and work with staff to ensure public health pharmacies are stocked and in compliance with all local, state, and federal rules and regulations.
• Serve as a clinical resource for Public Health Division leadership, advising on day-to-day medical topics and providing strategic leadership on priority programs including medication for opioid use disorder, primary care, and expanding clinical services, including mobile units.
• Monitor quality of services within public health offices and ensure compliance with local, state, and federal rules and regulations.
• Sit on division and department-wide committees, potentially in a leadership role, covering topics on clinical care and procedures, accreditation, credentialing, health and safety, or other related topics.
• Serve in various acting capacities during vacancies, including acting regional health officer roles.
• Provide clinical services within public health offices and provide after-hours on-call coverage as required.

Ideal Candidate

• Significant experience overseeing operational and clinical duties related to the provision of public health clinical services including sexually transmitted diseases, tuberculosis, immunizations, substance use disorder treatment, and family planning.
• Prior experience in the provision of primary care services and providing operational oversight on workflows and other components maintaining successful primary care programming.
• Prior experience with treating opioid use disorder is preferred.
• Strong written and oral communication skills with the ability to distill medical and operational information to non-clinical audiences, community partners, and senior departmental leadership.
• Highly collaborative, adaptable, and capable of effectively managing multiple projects and tasks to meet deliverables.

Minimum Qualification

• Requires an MD or DO, licensure and four (4) years of experience as it pertains to the essential duties and responsibilities of the classification.
• One (1) year of management experience as it pertains to the essential duties and responsibilities of the classification.
• Any combination of education from an accredited college or university in a related field above licensure/certification requirements and/or direct experience in this occupation totaling five (5) years may substitute for the required experience.

Employment Requirements

• Must possess and maintain a valid Driver's License.

Working Conditions

• Primarily perform work in an office setting with exposure to visual/video display terminal (VDT) and extensive personal computer and phone usage.
• Some sitting, standing, bending, reaching and lifting up to forty (40) pounds may be required.
• The position may be required to work in a public health office clinical setting.
• Extensive statewide travel, with the occasional overnight stay may be required.
• This position may also have some after-hours on-call work.
