Brief Description Position: Program Support Coordinator (Dual-Hatted: Peer Review System Administrator) Location: Fort Detrick, MD / Remote (Hybrid) Work Environment: Hybrid Clearance Required: Public Trust Status: Contingent Anticipated Salary Range: $90,000 - $110,000 Knowesis is seeking a Program Support Coordinator is a dual-hatted Key Personnel role responsible for managing operational flow and serving as the primary Peer Review System Administrator. This critical position oversees daily eBRAP and COCO (Contractor-Owned, Contractor-Operated) system operations, including Funding Opportunity Announcement (FOA) set-up, application compliance oversight, user account management, and the generation of performance metrics and dashboards. This role ensures flawless technical execution of the application intake and peer review processes, maintains data integrity, and serves as the primary technical liaison for CDMRP program managers and system users. The Job Duties and Responsibilities include but are not limited to the following: Oversee daily eBRAP operational activities, utilizing established SOPs to configure the system for each FOA, complete compliance checks, and manage application processing.Serve as the primary Peer Review System (COCO) Administrator, managing system configuration, user access controls, account provisioning, and conflict of interest (COI) restrictions functionality.Generate, analyze, and deliver required metrics, dashboards, and ad hoc reports, including score distribution reports, reviewer demographics, and helpdesk time-to-resolution metrics.Manage the delivery of data and files via secure web services between the COCO system and the government's Electronic Grants System (EGS), ensuring the highest level of data integrity, consistency, and accuracy.Oversee the administrative compliance review of incoming pre- and full research applications, generating non-compliance notifications and maintaining audit trails to defend against procedural appeals.Manage public and reviewer helpdesk operations, providing technical support for application submissions, document collection, and peer review system navigation.Act as the technical liaison during Integrated Program Team (IPT) meetings, reporting on system functionality updates, workload bands, and user issues. Required Qualifications Bachelor's degree in Information Technology, Business Administration, Health Administration, or a related field.Minimum of 5-7 years of experience in program support, systems administration, or IT project management, preferably supporting federal grants management or biomedical research systems.Direct experience configuring, administering, and troubleshooting web-based portal systems and managing user accounts.Strong analytical skills with proficiency in generating complex data reports, metrics, and operational dashboards.Knowledge of DoD IM/IT security procedures, data transfer protocols, and PII/PHI protection standards.Ability to obtain and maintain a Common Access Card (CAC) and pass required background checks.Excellent customer service skills and the ability to translate technical system issues for non-technical stakeholders. Preferred Qualifications Master’s degree in a related field.Previous experience directly supporting the CDMRP eBRAP system or similar federal electronic grants/peer review systems (e.g., NIH eRA Commons, Grants.gov).Experience with JIRA or similar helpdesk tracking software.
