PROGRAM SPECIALIST (NON-DESTRUCTIVE TESTING).

Responsibilities

• Provide standardized policy, technical support, coordination, and compliance reviews.
• Advise and assist in the development and preparation of preventative maintenance instructions, procedures, technical specifications, and recommend modifications to improve testing processes.
• Meet with stakeholders to keep personnel informed of changes in procedures, policies, or plans and ensure uniform application and interpretation.
• Work on major nuclear and non-nuclear projects and provide technical advice to personnel on production support problems to assure timely work completion.
• Provide technical direction on Non-Destructive Testing (NDT) to resolve difficult and complex problems and interpret command and commercial specifications related to NDT of ships.
• Establish requirements for technical evaluations of non-destructive inspection to ensure continuing compliance critical to complex and non-routine mechanical components, systems, and equipment.
• Plan and coordinate multiple complex shipyard non-destructive testing technical projects.
• Maintain awareness for and mitigate any delays or interferences that could impede normal operations and take proactive measures to expedite actions to maintain project schedules.

Requirements

• Must be a U.S. Citizen.
• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.
• New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
• Current federal employees applying for GS jobs must serve at least one year at the next lower grade level (time-in-grade requirement).
• Appointment of retired military members within 180 days immediately following retirement date is subject to provisions of 5 United States Code 3326.
• Males born after 12-31-59 must be registered for Selective Service.
• This is a bargaining unit position.
• Must successfully complete a pre-appointment physical examination.
• Must obtain and maintain an interim and/or final security clearance prior to entrance on duty.
• Must wear personal protective equipment (e.g., helmets, gloves, coveralls, glasses, goggles, respirators, and safety shoes) continuously during work shifts.
• Work is performed in areas with potentially harmful physical and chemical agents (e.g., fumes, dust, heat, ionizing and non-ionizing radiation, and chemicals). Participation in medical surveillance programs is required.
• May require travel from normal duty station to CONUS and OCONUS, including remote or isolated sites. Must be able to travel on military and commercial aircraft for extended periods.
• Must be able to work onboard ships.
• Requires visual acuity and depth perception.
• May require walking, bending, and standing to complete tasks.

Qualifications

For the GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must include:

• Overseeing non-destructive testing (NDT) projects to ensure compliance with technical standards and program policies.
• Evaluating and enhancing technical procedures and processes of NDT operations to increase or improve program effectiveness.

For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must include:

• Evaluating or monitoring procedures, analyzing technical requirements, and recommending solutions to improve a non-destructive testing (NDT) program to improve training and accomplish project objectives.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For the GS-11:

• Successful completion of a Ph.D. or equivalent doctoral degree; or
• Successful completion of three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree; or
• Successful completion of an LL.M. degree that is related to the position being filled; or
• A combination of experience and graduate education as described above that equates to one year of experience.
